CHINA-PHILIPPINES: SOUTH CHINA SEA

 Reuters on October 28, 2016, reported the Philippine's Defence Minister as saying that Chinese ships are no longer at the disputed Scarborough Shoal in the South China Sea and that Philippine boats can resume fishing, and describing the departure a "welcome development". Philippine's Defence Secretary Delfin Lorenzana said fishermen can now access the shoal unimpeded for the first time in four years.
