CHINA-INDIA: AGNI-V AND UNSC

 On December 26, 2016, Chinese Foreign Ministry spokesperson Hua Chunying reacting to the successful test by India of its 5000-kms range Agni-V missile, issued a sharp statement asserting “We have noted reports on India’s test fire of [the] Agni-V ballistic missile. The UN Security Council has explicit regulations on whether India can develop ballistic missiles capable of carrying nuclear weapons.” The reference to the UNSC resolution 1172 has been noticed for the first time in 18 years. 

(Comment: The 18-year-old United Nations Security Council (UNSC) resolution was passed on June 6, 1998 and had called upon both countries to stop further nuclear tests, cap their nuclear weapons programs, cease all fissile material production and end development of ballistic missiles capable of delivering nuclear weapons. Paragraph 7 of the resolution says the UNSC “Calls upon India and Pakistan immediately to stop their nuclear weapon development programmes, to refrain from weaponisation or from the deployment of nuclear weapons, to cease development of ballistic missiles capable of delivering nuclear weapons and any further production of fissile material for nuclear weapons, to confirm their policies not to export equipment, materials or technology that could contribute to weapons of mass destruction or missiles capable of delivering them and to undertake appropriate commitments in that regard.” The resolution is non-binding.)
