The Xinhua News Agency reported on February 27, 2017, that the CCP CC and State Council had jointly issued a circular "on strengthening and improving ideological and political work under the new situation of opinions" (hereinafter referred to as "Opinion"). The circular puts education back high on the Party's agenda. Some highlights of the 'Opinion' are: (i) the current domestic and international situation is undergoing profound changes, a blend of different ideas and cultures clash, pluralistic and diverse society and the ideological trend is changing. Ideological and political work concerning the Party's leadership of universities needs to be strengthened and improved. Work done in colleges and Universities must be related to the cause of socialism with Chinese characteristics successors and is a major political and strategic tasks engineering. (ii) standardisation of the Philosophy and Social Science textbook selection and establishment of a national outstanding teaching award reward system. (iii) strengthen campus network security management, to create a healthy network environment and control the internet in higher education. (iv) enhance teachers' ideological and political qualities, strengthen ideological and political work, cultivate ideal faith and moral character, strengthening Teachers' Ethics and strengthen education management and discipline. (v) Strengthen party leadership over higher education. (vi) Privately run and joint chinese foreign universities to be included in strengthening of politicial work and party construction
