CHINA-US: US FINANCIAL ASSISTANCE TO THE DALAI LAMA

The US State Department has sent a detailed proposal to the US Congress proposing 'zero' aid to the Tibetans in the fiscal year 2018 that commences on October 1, 2017. In the proposal, the US State Department has removed the Tibet Fund and allotted zero dollars against the Ngawang Choephel Fellows. Together these two categories accounted for US$ 1 million in 2016 and 2017.

 

The US Congressional Research Service disclosed in its Report of 2015, that in 2014 the total US assistance to the Tibetan cause was more than US$ 24 million. This included US$ 1 million for the office of the US Special Coordinator for Tibetan Issues; US$ 10 million for support to ethnic Tibetans in China through the Economic Support Fund; US$ 575,000 for the Ngawang Choephel  Exchange Programme; US$ 3.8 million for the Radio Free Asia Tibetan Service; US$ 3.2 million for the Voice of America Tibetan Service; US$ 2.8 million for NGO programmes benefiting Tibetans in South Asia (Migration and Refugee Assistance); US$ 710,000 towards the Tibetan Scholarship Programme for Tibetans outside Tibet; and US$ 621,000 to the National endowment for Democracy (NED)'s Tibetan programmes.
