CHINA-INDIA: BORDER INCURSIONS

Chinese PLA troops and Indian Army personnel have faced-off in the sensitive and tactically important Dhoka La area at the Sikkim-Bhutan-Tibet tri-junction in Sikkim for the past ten days after PLA personnel destroyed two Indian bunkers in the Lalten area and stopped a batch of pilgrims from proceeding on the holy Kailash Mansarovar Yatra. There was some jostling and a scuffle between Chinese and Indian troops who formed a human wall to deny Chinese troops access. Chinese and Indian personnel took photographs. A flag meeting failed to resolve the issue and the PLA then agreed to another on June 20, 2017. At this meeting the Chinese conveyed that Indian pilgrims would not be allowed to cross over on the Kailash Mansarovar Yatra.

Meanwhile China's official Global Times on June 26, 2017, quoted China's Defence Ministry as saying "Indian troops crossed the border with China in an attempt to prevent a road construction by the Chinese side". Chinese Defense Ministry spokesperson Ren Guoqiang said "Indian troops' provocation has violated the consensus and relevant agreements on border issues between the Chinese and Indian governments, seriously endangering the peace of the border areas". He "urged the Indian side not to complicate border issues, and reiterated China's firm resolve to safeguard its sovereignty" Ren Guoqiang added that "China and India reached a consensus on the Sikkim segment of the Sino-Indian borders after India gained independence. The road construction was carried out on China's territory, and India has no right to interfere".

(Comment: There have been indications earlier that Beijing is now unwilling to accept the settlement reached with India recognising Sikkim as part of India, however, such a clash and resultant tension has occurred after some years. The last time the Chinese destroyed Indian bunkers was in 2008. There have, however, been numerous intrusions by PLA troops in north Sikkim some years ago.)
