An article by Elsa Kanla published in Lawfare on June 20, 2017, assessed that the US might be overtaken by China in cutting edge technologies and Artificial Intelligence unless the US took active measures to prevent it acquiring technology companies in the US and stealing hi-tech.  is unlikely recent. She said that under the Thirteenth Five-Year Plan, China launched a new multibillion-dollar national megaproject called “Artificial Intelligence 2.0” to achieve predominance in this critical technological domain. It disclosed that China has established a national deep learning laboratory under Baidu’s leadership, which will pursue research including deep learning, computer vision and sensing, computer-listening, biometric identification, and new forms of human-computer interaction. She cited a recent report from CCID Consulting which claimed that by 2030, China will possess 30 percent of the world’s data and to its available pool of talent which already accounts for an estimated 43 percent of the world’s trained AI scientists.
