CHINA-SOUTH KOREA: XI JINPING'S MEETING WITH ROK PRESIDENT MOON JAE-IN

In their second Summit Meeting on November 11, in Da Nang in Vietnam on the sidelines of the APEC leaders' meeting, President Moon Jae-in and Chinese President Xi Jinping agreed to “normalize exchanges and cooperation in all areas”, signalling a thaw in bilateral relations following the row over the deployment of the U.S.-led Terminal High Altitude Area Defense (Thaad) battery in Korea. Both leaders expressed the need to manage the security situation on the Korean Peninsula and for the North Korean nuclear issue to ultimately be resolved through dialogue. The summit was initially scheduled for 30 minutes but lasted 43 minutes. Moon was the second leader Xi Jinping held bilateral talks with that day. The Korean government also assuaged Beijing’s security concerns with the so-called “three nos,” meaning no additional Thaad deployments, no joining of a broader U.S. missile defense (MD) system and no Korea-U.S.-Japan military alliance. Moon agreed to make his first visit to China next month. He also invited Xi Jinping to visit Korea next February, during the 2018 PyeongChang Winter Olympics. Xi Jinping reportedly said he would try to visit, and that in case he is unable to attend he will send a high-level delegation instead.
