CHINA-TIBET: RECRUITMENT OF PARTY MEMBERS IN RURAL AREAS OF TAR

To promote its effort to recruit Tibetans in the CCP and expand Party surveillance in the Tibet Autonomous Region, the Chamdo City Party organisation in December 2017 began utilising 'unemployed' Party members in the pastoral areas to  play the role of propagandist and 'participate in the Party’s internal work, serve the masses, supervise the Party, guide to make fortune' and inspire peasants and herdsmen. Chamdo City has announced it would choose 'unemployed' Party members with high political qualities, high cultural qualities and strong verbal expression from the Township Party Committee and Village Party Branch and train them about consciousness for Party affairs and policy regulations. After training, the unemployed Party member of the Village Party Branch will take the lead in propagating the Party’s guidelines and policies beneficial for farmers and the 'spirit of the 19th Party Congress' by convening public meetings, household interaction, symposium and on-spot demonstrations. It said that since 2016, the city's farmers, herdsmen and unemployed Party members have together carried out 1200 propaganda events 'educating' more than 16,000 people. The emphasis is on travelling to scattered places in Chamdo for implementing Party work and helping the masses solve difficult matters, helping orphans, widows, sick and disabled in pastoral areas, publicising the advancement in 'aid-the-poor program', highlighting the feelings of Party members for the people, enhancing cohesion and the Party's role and enhancing the Party’s prestige and image among the masses. It disclosed that 'non-posted Party members' have in the past two years carried out voluntary services more than 2,600 times and there are more than 5000 incidents of their doing good work and solving difficult issues of the 'troubled masses'. It also disclosed that up to now, 960 non-posted Party members who became well-off have helped 1300 impoverished households and provided more than 100 pieces of information on becoming rich, employment, technology etc. and helped 1680 poor households to solve the difficult problems of production and living.
