23 election units, including the Theater Commands, all armed forces, Departments and Commissions of the military authority, the Academy of Military Sciences, the National Defense University, and the National University of Defense Technology, convened a conference of military representatives to elect Deputies to the 13th NPC session by secret ballot. A total of 250 Deputies were elected, which included 85 professional and technical cadres comprising a 31.6% over the previous NPC; 34 female representatives; 21 from ethnic minorities and 148 of the postgraduate level. The Deputies have an average age of 50.4 years and are all members of the Communist Party of China. They were described as "all outstanding members in all fronts of the armed forces".
