State Council Dispatches 15th Inspection Team to TAR
Per instruction by the State Council of the CCP, the 15th Inspection Team of the Council went to TAR to conduct on-spot inspections starting August 30. Zhang Xinwang, the Leader of the 15th Inspection Team, also a member of the Party Group and Deputy Minister of the Ministry of Agriculture and Rural Affairs, and Yan Jinhai, Deputy Secretary of TAR Party Committee, Chairman of TAR People's Government, attended a meeting convened with the Inspection Team. The meeting was broadcast live in Lhasa and Nyingtri.

TAR Party Secretary visits PLA troops and Officers stationed in TAR on Army Day
On the eve of Army Day on August 1st, TAR Party Secretary Wang Junzheng met PLA Officers, troops and soldiers stationed in TAR, veterans of the 18th Army representing the TAR Party Committee, TAR People’s Congress, TAR People’s Government, and TAR PPCC. While meeting them, TAR Party Secretary Wang Junzheng stressed the importance of implementing Xi Jinping’s thoughts on strengthening the army, constructing national defence and promoting longer-term stability. Wang Junzheng was accompanied by TAR leaders; Zhuang Yan, Wang Kai, Yin Hongxing, Liu Jiang, Dawa Tsering, Zhou Jianxin, Ding Yexian, Zhang Hongbo, Yang Meng and Pen Junxia.

Nyingtri Party Secretary Ao Liuquan inspected monasteries in Nyingtri
Ao Liuquan, Party Secretary of Nyingtri (Ch: Linzhi) accompanied by Yan Shiqin, Secretary of the Milin County Party Committee inspected the monasteries in Nyingtri. In Qiangna Gonpa, he met Wangdue, Deputy Director of the Qiangna Temple Management Committee and inspected the protection of cultural relics, hidden dangers of fire safety and the implementation of epidemic prevention and control in the monastery. He asked about the progress in strengthening and innovation of temple management in recent years, and the implementation of the three functions of "education, service and management" in monasteries and other policies favourable to monks. He said it is necessary to focus on understanding the progress of party building in the monastery, comprehensive governance and stability maintenance, and ideological work.

TAR Party Secretary Meets Newly Appointed Party Cadres
TAR Party Secretary Wang Junzheng met the newly appointed Party cadres in Lhasa on May 2 and emphasised that “they must consciously study and implement Xi Jinping’s thoughts on socialism with Chinese characteristics in the new era, hold correct political views, political character of loyalty, responsibility and work towards long-term stability”.

TAR PPCC holds the 50th Chairmen’s Meeting
On the instructions of Phakpa Lha Gelek Namgyal, Vice-Chairman of the National Committee of the Chinese People's Political Consultative Conference (CCPPC), Lei Guilong, Vice Chairman of the TAR People’s Political Consultative Conference (PPCC) presided over the 50th Chairmen’s meeting of TAR PPCC on April 1. The meeting studied the decisions of the fifth session of the 13th CCPPC conference, the 20th Standing Committee meeting of TAR PPCC, and reviewed the implementation of the ‘Four Creations’ by all members of the TAR PPCC across the region in addition to emphasising Xi Jinping’s “important instructions” on Tibet work and the Party’s strategy of governing Tibet in the new era.

Mou Yongwen, Member of the Standing Committee of the Municipal Party Committee and Executive Vice Mayor, attended a Grain and Material Reserve Work Meeting in March. Mou Yongwen demanded that the ‘political position’ should be improved and all counties (districts) and all departments, especially the grain department, further improve their political positions, firmly establish the overall national security concept, adhere to the important task of stabilizing food security, actively promote the coordination and linkage of the entire grain supply chain, and accelerate the construction of “production, purchase, storage and transportation of grain at their respective areas”.

Metok Red School conducts on-campus training for local Nyingtri cadres
Metok Red Party School, which was inaugurated last year, carried out intensive training for the local cadres and party school staff for 20 days. More than 52 village cadres were enrolled in the program. The training was a combination of classroom teaching, situational teaching, extended teaching, and on-site visits. The main purpose of the training is highlighted as to strengthen the ability of village cadres to teach and sing red songs, hold speech contests, introduce basic personal information, arrange relevant after-school propaganda works, improve their ability to use the national common language and characters and their ability to express themselves, understand the role of the team, and enhance the sense of collective responsibility.

Shigatse UFWD Head warns against “double-faced” Officials, asked to draw clear-cut line from the “Dalai-Clique”
Ahead of the Chinese new year, Penpa Tashi Standing Member of Shigatse Party Committee and the Minister of the United Front Work Department (UFWD) of Shigatse convened symposium from January 13-14, for retired party officials and officials successively (13th and 14th respectively in Lhasa and Shigatse. After presenting white scarves (khataks) to all retired party officials and leaders, Penpa Tashi thanked them for their selfless hard work and contribution, and told them that the party will not forget their achievements.

“Rural Revitalization” Measures in Ngari
In the name of “Rural Revitalization” measures, coordinated and integrated initiatives worth 1.16 billion yuan have been taken by TAR Party Committee in Ngari (Ch: Ali). Ngari implemented 141 financial linkages to promote rural revitalization, provided funds in subsidies, continued to consolidate and expand the results of poverty alleviation, and accelerated other effective measures for rural revitalization.

TAR Party Secretary meets Ngari delegation to tenth TAR Party Congress
On November 28, TAR Party Secretary Wang Junzheng, met Duan Hai, Zhang Liming, Yang Hui, Luo Jie, Tsering Pasang, Kelsang Dolma, Gu Ru, Nima Dhondup and other representatives from Ngari (Ch:Ali) to the tenth TAR Party Congress. The Ngari delegation presented their report, which unanimously stated that works in Ngari have always adhered to the “guidance of Xi Jinping’s thoughts on Socialism with Chinese characteristics in the new era, his expositions on Tibet work and the party’s strategy for governing Tibet in the new era, and that they have taken cognizance of the new challenges and situations facing Tibet work.” The delegation proposed that “in the new era, measures and new ideas. concerning Tibet’s long-term stability, quality development, political actions and strategic governance would be implemented.” After listening to the work report, Wang Junzheng commended.

TAR Religious Affairs Bureau held a training course for Islamic clerics and religious officials in Nyingtri
The Religious Affairs Bureau of TAR organized a training course for Islamic clerics and religious officials in Nyingrtri on November 16. Raba Tsering, Vice Chairman of the Lhasa Political Consultative Conference, Head of the Great Mosque Yagu, and Director of Religious Affairs Bureau of TAR attended the opening ceremony. A total of 42 cadres in charge of Islamic work in various prefectures participated in the training courses. They included the faculty of the four mosques and temple management committees.

TAR Party Secretary inspects Barkhor Area to assess “social stability”
On October 30, the newly appointed Party Secretary of TAR Wang Junzheng, inspected the Barkhor area of Lhasa to assess social stability, ethnic unity, cultural tourism and people’s livelihood.

China appoints new Party Secretary for TAR
On October 19, a meeting of all leading officials of TAR was held to hear the announcement of Wang Junzheng as the new Party Secretary of TAR, who replaced Wu Yingjie. Zeng Yichun, Vice Minister of the CCP CC Organisation Department came from Beijing to make this “special announcement”.

The Head of Human Resources and Social Security of Nyingtri, Metok County inspects Incubation base
Zhang Yuan, the Head of Nyingtri Human Resources and Social Security Bureau along with Dhondup Tsering and Tsering Dorjee, the Deputy Magistrates of Metok (Ch: Medog) County, and Zhang Pengfei, Director of Metok Human Resource and Social Security Bureau of Metok County on June 28 inspected an entrepreneurial incubation base under construction in the county. The entrepreneurial incubation project is meant to generate employment for young college graduates with innovative and leadership capabilities.

Chairman of TAR People’s Government inspects borders in Ngari China
The Chairman of TAR People’s Government Chedak/Che Dalha (Ch: Qi Zhala) inspected the borders of Ngari (Ch: Ali) from June 20-21, 2021. Following his inspection, he convened a Forum and discussed consolidation of borders, strengthening and speeding up of border infrastructure. Wang Haijiang, the Commander of Xinjiang Military Region, and Ten Wei, Vice Chairman of TAR People’s Government, accompanied Che Dalha.

Civil Aviation ‘Aid to Tibet’ Conference held in Lhasa
On May 28, Feng Zhenglin, Secretary of the Party Leadership Group and Director of the Civil Aviation Administration of China (CAAC) met the top TAR leaders including Wu Yingjie, (Party Secretary of TAR), Chedak/Qizhala, (Chairman of TAR People’s Government, Executive Deputy Secretary of TAR Party Committee and Secretary of TAR PPCC), Zhang Yuan, (Standing Committee Member of TAR Party Committee and Secretary-General), Liu Jiang, (Standing Committee Member of TAR Party Committee and Minister of TAR Organization Department) Chen Yongqi. Dong Zhiyi, (CAAC Deputy Director), presided over the meeting.

China issues White Paper on Tibet titled 'Tibet Since 1951- Liberation, Prosperity and Development'
On May 21, 2021, China issued a White Paper on Tibet comprising ten chapters and captioned 'Tibet Since 1951: Liberation, Development and Prosperity'. Asserting that “Tibet has been an integral part of Chinese territory since ancient times, and one of the main Tibetan-inhabited areas in China”, it claimed that “In the aftermath of the Opium Wars in the middle of the 19th century, the UK-led imperialist powers began to cultivate the idea of ‘Tibet independence’, intentionally undermining China's sovereignty and territorial integrity”

International Symposium on Tibet held in Beijing
An International Symposium on Tibet held in Beijing on May 16 was attended by 70 experts and scholars from China and abroad. The four main topics discussed at the symposium were the social development of Tibet, the Himalayan regional coordination and cultural heritage, the ecological protection on the Qinghai-Tibet Plateau, and Tibetan history and linguistics. Organized by the Chinese Academy of Social Sciences, the symposium was sponsored by the Chinese Society for Human Rights Research, the China Association for the Protection and Development of Tibetan Culture, and the China Tibetology Research Centre.

Deputy Minister of the Ministry of Industry and Information in Lhasa
China’s Deputy Minister of Industry and Information Technology, Wang Zhijun visited Tibet and held the 4th Work Forum of Aid Tibet on April 10. Chairman of TAR People’s Government and Deputy Secretary of TAR Party Committee, Che Dalha aka Qi Zhala represented the TAR Party Committee and spoke.

Shigatse transfers 240,000 farmers and herdsmen for employment generation
The Human Resource and Social Security Bureau of Shigatse reported that 240,000 farmers and herdsmen were transferred within and outside of Shigatse through the mediation of 31 labour dispatch organizations, 1662 labour cooperatives, 1547 village labour brokers, 125- county level and 38 Municipal and 9 District level transfer bases.

CCP Central Committee’s designation of Supervisory Team in Tibet
The CCP Central Committee tasked its 14th Supervisory Group in Tibet three months ago to “educate and rectify” the first batch of political and legal teams in Tibet.

China appointed Panchen Lama says overseas 'anti-China forces' are using Tibet-related affairs as bargaining chips
Member of the Standing Committee of CPPCC, Vice-Chairman of Chinese Buddhist Association and Chairman of Tibet branch of the Chinese Buddhist Association and the Chinese appointed Panchen Lama, Gyaltsen Norbu told reporters of the China News Service, that Tibet has changed.

TAR Party Secretary Wu Yingjie inspects key construction sites in Nyingtri
TAR Party Secretary Wu Yingjie was on an inspection tour to Nyingtri (Ch: Linzhi) from February 15-17, to oversee the construction plans and progress of some key projects. He was accompanied by Ma Shengchan, Deputy Director of the Standing Committee of TAR People’s Congress and Party Secretary of Nyingtri. From February 15-16, Wu Yingjie inspected Yuljung Tea Factory, met factory workers and emphasised the importance of “red genes” in the history of the party and urged them to work hard.

Main highlights from the Work Report of the TAR People’s Congress
Chairman of TAR People’s Congress, Lobsang Gyaltsen presented his work report of the past year at the fourth session of the 11th TAR People’s Congress on January 21, 2021. The Chairman declared that the TAR People’s Congress fulfilled the tasks and deployments made during the third TAR People’s Congress, specifically the Central Party Committee’s strategy of governing Tibet in the New Era, and that Xi Jinping’s thoughts on socialism with Chinese Characteristics were implemented conscientiously, including but not limited to his thoughts on the “four consciousness”, “Four self-confidences” and “Two Safeguards” among others, in 2020.

Chinese Foreign Ministry stresses village construction is in “southern Tibet” and a sovereignty matter
The Chinese Foreign Ministry, in response to NDTV India’s report on construction of a village in Arunachal Pradesh, stressed that China's position on the eastern sector of the China-India boundary, or Zangnan (the southern part of China's Tibet), is consistent and clear and China has never recognized the so-called "Arunachal Pradesh" illegally established on Chinese territory. Construction of the village is in China’s territory, Foreign Ministry spokesperson Hua Chunying said on January 21 at a press conference.

Inspection in Drepung monastery to assess stability maintenance
Directed by the TAR Party Committee, Zhuangyan Cai Vice-Chairman of TAR People’s Government and Deputy Secretary of TAR Party Committee, inspected ‘stability maintenance’ in the Drepung monastery on January 11. He listened to the detailed reports by Drepung monastery’s TAR Party Committee on political security and stability maintenance work. Zhuangyan Cai interacted with the Monastic Management Committee members and other communist cadres stationed in the monastery.

Head of TAR UFWD inspects Zezhol Monastery in Chamdo
On October 28, Danke, Standing Committee Member of TAR Party Committee, Minister of TAR United Front Work Department (UFWD) and Vice-Chairman of TAR Political Consultative Conference (PPCC) inspected Zezhol Monastery, an important and one of the oldest monasteries of the Yundrung Bon sect, in Chamdo.

Politburo member, Vice Premier and Head of the National Poverty Alleviation Census Leadership Group, Hu Chunhua visits TAR
Hu Chunhua, Politburo member, Vice Premier and head of the National Poverty Alleviation Census Leadership Group, visited the Tibet Autonomous Region (TAR) on August 3, to inspect the on-site registration of the national poverty alleviation census. He emphasized that it is necessary to thoroughly study and implement the ‘spirit’ of General Secretary Xi Jinping's important instructions, follow the decisions and deployment of the Party Central Committee and the State Council, do a high-standard of on-site registration of the census, and complete various tasks of the census on schedule with high quality.

TAR Officials inspect Tashi Lhunpo Monastery
Head of TAR Propaganda Department and TAR Supervision Team for Stability Maintenance, Sonam Rigzin and the Vice-Chairman of TAR PPCC and Secretary of the Tibet Branch of Chinese Buddhist Association, Penpa Tashi inspected the Tashi Lhunpo Monastery, seat of the Panchen Lamas in Shigatse recently. They were accompanied by Serong Phunla, Minister of Shigatse Propaganda Department and Nyima Chungla, Director of Tashi Lhunpo Monastery Management Committee, Shigatse. The monastery’s inspection was to assess ‘security maintenance’ and see if ‘the four loves and four stresses’ are being implemented.

'Expert' invited to speak on Reincarnation in Tsurphu Monastery in Tibet
The Tsurphu Monastery Administrative Committee located in Dueolong Dechen District, about 70 kilometers from Lhasa, invited Wang Jia, Deputy Director of the Policy Theory Research Office of the TAR Religious Bureau and a part-time Professor of the Tibet Institute of Socialism, in early May to speak as an “Expert” on ‘Managing religious affairs according to national law and promote adaptation of religious into socialism.’ He was invited also to speak to the monks on the reincarnation process of ‘Tibetan Living Buddhas’.

TAR Deputy Chairman inspects Mosque in Lhasa
Deputy Chairman of TAR People’s Government, Dorjee Tsedup inspected the Mosque and Hui Cemetery in Lhasa on April 26 and interacted with Muslims in Lhasa. Dorjee Tsedup and his inspection team met people of the Hui nationality and told them that “they are important members of the big family of the Chinese nation, and Islam is an important part of the Chinese culture.

China-appointed Panchen Lama says ‘cooperation shown by the monks and nuns is the style of Buddhism in the new era'
The China-appointed Panchen Lama, Gyaltsen Norbu, issued a statement (April 7) claiming that the cooperation and compassion shown by the monasteries and temples are the styles of Buddhism in the new era.

TAR PSB's 'zero-tolerance' crackdown on 'illegal crimes
TAR Public Security Bureau (PSB) cracked-down in Lhasa on March 4 against various ‘illegal crimes’ including counterfeit medicine and manufacturers of protective supplies during the COVID-19 pandemic, illegal hoarding of supplies that disrupts market order, other crimes that disrupt social harmony and violations of the law. The PSB claimed it had cracked seven criminal cases concerning the pandemic, investigated 134 administrative cases concerning social order, arrested ten suspects and seized 50,000 fake masks.

Village Cadres of Lhasa report their work Progress
The eighth batch of Village cadres based in Lhasa reviewed their work progress and charted the ‘Seven New Key Tasks’ ahead at a meeting held on March 17. The Village Cadres proposed strengthening of political leadership and propagation and implementation of Xi Jinping’s Socialism with Chinese Characteristics in the new Era as their foremost important task in the year ahead. As part of this agenda, the Village cadres of Lhasa plan to advocate the thematic propaganda campaign ‘keeping old heart and remembering new mission’ and also carry out “four consciousness” and “four stresses” in simple and “easy to understand” language for farmers and herdsmen.

TAR UFWD officials inspect Monasteries
Five Inspecting groups under United Front Work Department (UFWD) and Religious Bureau of the Chengguan District Committee of Lhasa carried out on-site inspections in the city mostly of the monasteries and met the Monastic Management Committees. The first group led by Nyima Yonten, Deputy Secretary of the Chengguan District Party Committee and Director of the District People’s Congress inspected the main urban area while Kelsang Wangchuk, Minister of the District UFWD and member of the Standing Committee of Chengguan led a group of inspectors to mountainous areas of the District.

New PSB directive mandates ‘zero distance’ between police and people in TAR
The Central Public Security Bureau (PSB) issued a new directive mandating the Police Headquarters in TAR to launch a new propaganda campaign entitled ‘One million policemen into ten million homes’ and asking it to maintain ‘zero distance’ between the police and the people. Launched on January 14, 2020, the new campaign is scheduled to end by December 2020. The Tibet Entry-Exit Border Inspection Station organized a meeting in this connection and discussed the overall deployment activities to be carried out in TAR.

China jails 12 Tibetans of ‘criminal gang’ for religious activities
In an apparent strengthening of the crackdown on religion, China has jailed12 villagers of Sog (Chinese: Suo) County of Nagchu Prefecture, Tibet Autonomous Region, for up to nearly two years for allegedly running “a criminal gang.” The Tibet Daily (January 14) reported only that they had been accused of fraud and “using religious influence to interfere in the affairs of local government”. The report further stated that the 12 had “exploited and harassed” local people and preached “superstitious ideas, attempting to spread the evil influence of religion in the villages”.The arrested villagers will serve one to two-year prison terms without permission to appeal to a higher court.

Ceremony to award ‘Model’ Monks, nuns and monasteries held in Lhasa
The TAR PPCC held a ceremony in Lhasa on December 24 to commend ‘exemplary or model’ monks, nuns, Monastic Cadres and monasteries. Ding Yexian, Executive Deputy Secretary of TAR Party Committee and Secretary of the Party Group of TAR PPCC presided over the ceremony while Vice Chairman of TAR PPCC, Minister of United Front, TAR and Deputy Secretary of TAR Party Committee Danke read out the list of winners. Members of the Lhasa Municipal Party Committee including Penpa Tashi, Pema Wangdui and Liu Jiang attended.

Weapons including howitzer deployed for exercises in Tibet
China’s official English-language newspaper ‘Global Times’ publicised (January 5, 2020) that the People's Liberation Army (PLA) in TAR deployed Type-15 tanks and a new 155-millimeter vehicle-mounted howitzer in their first round of exercises in 2020. The weapons are reported to have been specifically designed for plateau regions and Chinese military experts said it can play an important role in safeguarding border areas.

TAR Propaganda Minister inspects Jokhang Temple
Danke, Standing Committee member of TAR Party Committee, Vice-Chairman of TAR PPCC and Minister of TAR United Front Work Department, inspected Jokhang Temple in Barkhor Street of Lhasa on December 12, when he examined security and stability maintenance in the temple. He was accompanied by He Wenhao, Pema Wangdui both members of the TAR Party Standing Committee and Zhang Hongbo, the Director of TAR Public Security Bureau.

Head of TAR People’s Government meets NDRC Vice Chairman He Lifeng
Directed by TAR Party Secretary Wu Yingjie, the Chairman of TAR People’s Government and Deputy Secretary of TAR Party Committee, Qi Zhala went to Beijing and met He Lifeng, Vice- Chairman of the National Development and Reform Commission (NDRC) and Chairman of the Chinese People’s Political Consultative Conference (CPPCC). Qi Zhala was tasked to report on Tibet’s economic and social development and request for more assistance and guidance for development in Tibet.

Tibetan Buddhist Group from Nepal visits Beijing
A ‘Tibetan Buddhist Group’ consisting of 11 monks from Nepal visited Beijing for 12 days from October19-30, 2019 on the invitation of the Senior Tibetan Buddhism College of China and as part of an Exchange Programme. The ‘Exchange Programme’ was facilitated by Li Chunzhao, Consular officer of the Chinese Embassy in Nepal. The delegation is the first Nepalese Buddhist exchange after Xi Jinping’s visit to Nepal in October 2019. The monks visited and studied together with students of the College’s Nyingma School. At a symposium held for the exchange group, the monks from Nepal expressed their gratitude to the College for inviting them and for organizing ‘learning activities for them.’

Nagchu UFWD head inspects Monasteries on and ahead of the Founding Day
Dawa Dhondup, Member of Ngachu (Ch: Nagqu) Municipal Party Committee and Minister of the Ngachu United Front Work Department (UFWD) inspected various monasteries from October 1 to 5. He visited officials of the Nagchu Buddhist Association, Shadain monastery (a monastery governed by the Sera Monastery of Lhasa and where the 13th Dalai Lama lived over a month during his return journey from Beijing in 1908) and Tsaden Monastery in Sog County (a monastery built in 1668 under the orders of Drepung Monastery based in Lhasa).

Senior Buddhist Monks visit Beijing ahead of China’s 70th Founding Anniversary
Ahead of the 70th founding anniversary of the People’s Republic of China, all senior monks, faculty members and senior retired teachers of the Senior Tibetan Buddhist College in Lhasa were taken for a tour to Beijing on September 27. The group was led by Vice President and Party Secretary of the College, Wang Changyu. The group was to visit the CCP Central Committee, the Xiangshan Revolution Memorial site and Shuangqing Villa, known as the place, where Mao Zedong lived and worked and where he laid “the foundation for the founding of the People's Republic of China 70 years ago.”.

Security Operations in TAR tightened for 70th founding Anniversary of PRC
An All-TAR video conference on management of security operations was convened on September 11. The meeting assessed current security related matters in the region and delegated specific tasks.

Lhasa Municipal PSB holds press conference to present quarterly social security report
The Municipal Party Committee of the Lhasa Public Security Bureau(PSB) held a press conference on August 15, and presented the second quarterly reports for 2019 of the Municipal People’s Government and Municipal Party Security Bureau.

Executive Vice-Chairman of TAR People’s Government in Lhoka
On July 29, the Member of TAR Standing Committee and Executive Vice-Chairman of TAR People’s Government, Jiang Jie, went to Nakatse County of Lhoka (Ch: Shannan) to investigate the progress of the border defence village in the county. While at the site, he inspected progress of ‘solar heating installation systems’ and reiterated Xi Jinping’s emphasis on initiating a ‘people-centre approach’ towards development and ‘keeping old heart and remembering new mission’ for a stable and harmonious society. The Executive Vice-Chairman echoed the Party’s agenda of improving livelihoods of people living in the border areas and to enable them to live a ‘happier life.’

Promotional Seminar on investment opportunities in Nepal held in Lhasa
Gobinda Bahadur Karkee, the Consul General of Nepal in Lhasa, organized a seminar in Lhasa on June 17th to promote investment opportunities in Nepal by Tibetan companies. The Seminar was attended by Luo Mei, Vice Chairman of the TAR Party Committee and the Deputy Commissioner of the Nepal Consulate in Lhasa, Shushil Kumar Lamsal among others. The meeting discussed Xi Jinping’s ‘congratulatory letter’ to the China Tibet Development Forum where he urged ‘more open and conducive’ exchanges with foreign countries. The meeting noted that Kyirong Port and Zhangmu Port are open to neighbouring countries and also for freight transportation. US Ambassador to China, Terry Branstad to China is making his first trip to Tibet from May 19-25, 2019. The visit by Ambassador Terry Branstad comes two months after the US State Department said Beijing had "systematically" impeded access to Tibetan areas for US diplomats, journalists and tourists. Branstad was scheduled to visit Qinghai province and Tibet Autonomous Region. Branstad's predecessor, Max Baucus, visited Tibet in May 2015.

Convocation ceremony of Doctorate monks held in Jokhang
Convocation ceremony of 12 doctorate monks in Buddhist Philosophy was held on April 26, at Jokhang temple in Lhasa. The ceremony was chaired by Meng Xiaolin, Vice Chairman of TAR, who awarded the monks with ‘gift money’. Zhukhang Thupten Khedup, Vice Chairman of TAR CPPCC and President of the Tibet Branch of the Chinese Buddhist Association who is also Head of Tibetan Buddhist Academy and Director of the Appraisal Committee, presented the monks their degree certificates. The Annual pre-degree test was reportedly conducted last year at Sera monastery and Phuntsok Tendar from Gadan Monastery won the first prize.

Shigatse City accelerates construction of border (Xiaokang) Villages
Shigatse Municipal Party Committee has started construction of 349 border defence villages with an investment of 2.095 billion yuan. The construction project includes sewage treatment in border towns, garbage disposal areas, communication facilities and water supply projects reportedly to ensure that “border villages are well-equipped, prosperous, and secure.”

The TAR Publicity Department of the Regional Commission for Discipline Inspection of on February 1, 2019, released a 46-minute 4-part video featuring the TAR’s efforts on anti-corruption and regulating Party members. The video, which was aired on Tibet Television from January 28 to 31, highlighted that Party officials having religious beliefs or “alleged” involvement in separatism or corruption were punished.

TAR Party Committee held Plenary Meeting
TAR Party Secretary Wu Yingjie presided over the fifth Plenary Meeting of the TAR Party Committee in Lhasa on January 9. The meeting was attended by, among others, Lobsang Gyaltsen, Qi Zhala, Ding Yexian, Zhuang Yan, Danke, Jiang Jie, Penpa Tashi, He Wenhao, Pema Wangdui and Liu Jiang.

TAR Party Committee Executive Meeting
The TAR Party Committee met on December 30, to review the 2018 reports and the draft economic, social and budgetary plans for 2019. The meeting was presided over by TAR Party Secretary Wu Yingjie and attended by Che Dalha (aka Qizhala), Chairman of TAR People’s Government, Deputy Secretary of TAR Party Committee, Ding Yexian, Secretary of Party Group of the TAR’s Political Association, Deputy Secretary of TAR Party Committee and Vice Chairman of TAR People’s Government, and other TAR leaders like Jiang Jie, Penpa Tashi, He Wenhao, Pema Wangdui and Liu Jiang.

TAR Party Secretary leads delegation to Shandong Province
TAR Party Secretary, Wu Yingjie led a delegation consisting of officials from TAR People’s Government and Party Committee to Shandong Province from November 27-28, and held a symposium in the province to discuss ‘aid Tibet.’ The TAR Party Secretary was accompanied by Lobsang Dhondup, Liu Jiang, Wang Jun, Zhang Yanqing and Lobsang Jigme. Deputy Secretary of Melrokunggar County Party Committee, Phurbu, inspected Dezhong Monastery on 6th November and met the Temple Management Committee. The Chief of Minzu and Menba Township of the county accompanied him. The Director of the Temple Management Committee reported the current situation and developments regarding the monastery to the Deputy Secretary. He was briefed on the initiatives taken by the Management Committee as well as shown the up to date accounts, finances, party building works and future plans. The Deputy Director acknowledged the Committee’s progress and asked the members to carry out educational activities/engagements, which encourage monks and nuns to adapt to the socialist society, abide by the law and maintain social stability. Phurbu added that safeguarding the socialist system, reunification of the motherland, nationality unity, frequent inspections and strengthening of the Management Committee should be given due importance by the Committee.

TAR Party Committee holds meeting to support decision against former military chief
On October 20, The TAR Party Committee met on October 19 to convey the CCP CC’s decision against former PLA Chief and former General Fang Fenghui for ‘serious violations of law.’ The meeting unanimously supported the Central decision was timely and wise and stating that the former chief’s case was thoroughly investigated and dealt with. The meeting was presided over by TAR Party Secretary Wu Yingjie and attended by top TAR Officials and provincial military leaders. Wu Yingjie urged all officials in TAR to strictly abide by the Party’s political discipline, to be resolutely loyal to the Party and to stringently implement the ‘Four Consciousness’ and ‘Four Confidences’.

Gonggar Airport commences direct flights to Wuhan
On September 20, the TAR Tourism Commission and Lhokha (Ch: Shannan) Municipal People’s Government’s Tourism Commission, Wuhan Cultural Exchange Centre and Chengdu Airlines hosted the opening ceremony of the Winter Tour and inauguration of the Lhoka-Wuhan Direct Flight at Gonggar Airport. Ji Yue, Deputy Director of the TAR Tourism Commission, said the opening of the new route will bridge the government, tourism, civil aviation and other departments of the two provinces.

TAR PSB creates “3-minute Police Circle”
The TAR PSB recently launched a “3-minute police circle” initiative as part of a new series of surveillance measures. Police Stations under this scheme will issue ID cards to residents for ‘free’. The new Saikang Convenience Police Station, at the intersection of Beijing Middle road and Qingnian Road in Lhasa, is part of the “3-minute police circle” initiative and in addition to public security tasks assists tourists visiting the city. An example was cited of two Swiss tourists who were lost and arrived at the Saikang Convenience Police Station. The Police Station got in touch with one Sonam Dorjee, Dean of Southwest University for Nationalities and an English major, who arrived in 3 minutes and guided the tourists to their destination. The official Tibetan media report said Sonam and his colleagues make at least forty times a day to convenience police stations if necessary.

Wang Yang’s Visit to Tibet
Wang Yang made a visit to Tibet from August 24-26, in the capacity of the Chairman of the 13th Chinese People's Political Consultative Conference (CPPCC) National Committee, and Member of PBSC. He visited Chamdo and Lhasa.
Wang stated that with Xi Jinping’s Socialism with Chinese Characteristic in the New Era as the guiding principle, all the TAR Officials should conscientiously implement the General Secretary and the Party’s strategy of managing Tibet and Tibet affairs, also to closely focus on safeguarding the ‘Motherland’s reunification’, vanguard and oppose splittism/separatism, to strengthen national unity and to focus on improving the livelihood of people.

Lhasa Natural Gas Station to start second phase expansion project
In seven years of operation the Lhasa Natural Gas Station has replaced 210,000 tons of standard coal, reducing 400,000 tons of carbon dioxide and 145,000 tons of dust. From the winter of 2017 to the spring of 2018, the Lhasa gas station had a peak gas consumption of 200,000 square meters and a total gas consumption of 31 million square meters. Before the arrival of the ‘heating’ season this year, the Lhasa Natural Gas Station will start the second phase of the expansion and reconstruction project in order to meet the gas demand of the vast number of residents in Lhasa. Zhang Guangyan, station director of the Lhasa Natural Gas Station, said that using natural gas for heating and cooking had never been thought of in the past. Today, 200,000 residents in Lhasa enjoy the changes brought about by natural gas and green energy.

Chinese Premier Li Keqiang on visit to TAR tells Buddhist leaders to defend ethnic unity
Chinese Premier Li Keqiang made his first publicly reported visit to Tibet on July 25 -27, 2018. During his tour Li Keqiang visited the capital Lhasa and the southern prefectures of Nyingtri and Lhokha, pledging to boost infrastructure investment to improve the economy and calling for ethnic unity between Tibetans and the country’s Han majority. He was accompanied throughout the tour by TAR Party Secretary Wu Yingjie and Choedak (Qi Zala), Chairman of TAR People’s Government.

877,000 Social Security cards issued in Tibet
The TAR Human Resources and Social Security Department reportedly issued 877,000 social security cards from June 2017 to April 2018. The card with an installed chip is a multipurpose feature created to manage social security by recording a person’s movements and for payment purposes, medical treatment and as electronic vouchers. The card identifies the holder’s name, citizenship number, personal photo, social insurance contributions, personal status etc.

Late Panchen Lama’s daughter in Tibet, is CCP behind the visit?
A recent blog by Claudi Arpi claimed the daughter of the late tenth Panchen Lama Rigzin Wangmo was in Tibet after her last visit on June 20, 2013 when she and her mother was welcomed warmly by a huge gathering of Tibetans. She visited two of the most important monasteries in Lhasa, Ramoche and Jokhang and also Tashilhunpo in Shigatse, the monastery of the Panchen Lamas.

The Party Secretary of Tibetan Autonomous Region (TAR), Wu Yingjie gave an exclusive interview to Xinhua News Agency where he reiterated Xi Jinping’s idea of creating Tibet as a model of national unity through rural revitalization strategy by the preserving the ‘old Tibet spirit’ and striving to build a well-off society. China’s Annual Conference on Rural Work discusses Tibet
An article in the state-owned Global Times on December 25, 2017 said that a high priority item for 2018 on the agenda of China's annual central conference on rural work, which will set the tone for next year's agricultural and rural development and is expected to convene in Beijing soon, is revitalising the countryside. It said, "poor villages along the borders of Southwest China's Tibet Autonomous Region with India, Nepal, Bhutan and other neighboring countries may receive more attention than usual". The article said "Tibet has achieved rapid economic growth over the past few years, but many people in the region, which is locked away among the Himalaya Mountains, are still suffering from poverty".

Twelve Mongolian monks have been invited by the Buddhist Association of China to study Tibetan Buddhism at the Tibetan Buddhism College of China for a period of one year. Jampa Thinlay, a senior teacher at the College read out the welcome message from the Buddhist Association of China which stated that “the Buddhist communities of China and Mongolia enjoy a long-standing friendship and that there have been increasing exchanges in recent years. Organizing of this class builds a bridge for indepth and friendly exchanges between the two Buddhist communities.”

The Chairman of Lhasa Municipality, Tibet Autonomous Region (TAR) UFWD and TAR People's Government, Choedak (Ch: Qi Zala) presided over the Executive Meeting of TAR People's Government on September 13, 2017 to primarily discuss economic policies for the 13 th Five-Year Plan Period. It was agreed to establish a “Lhasa Comprehensive Bonded Area” after getting a nod from the State Council. Radio Free Asia (RFA) reported on July 10, 2017, that Tibetans living in Lhasa and in western China’s Qinghai and Sichuan provinces celebrated the Dalai Lama’s birthday the previous week with prayer gatherings and public picnics in open defiance of a ban by Chinese authorities. In Lhasa, Tibetans conducted prayers and openly visited area monasteries, including the city’s central Jokhang temple, despite the presence of plainclothes security personnel and other informers stationed nearby.

Another Tibetan died after setting himself ablaze in less than 24 hours of the self-immolation by a Tibetan woman in Ngaba on December 22. This is the third Self-immolation by a Tibetan in less a month to protest against Chinese rule in Tibet.

Sangye Khar’s self-immolation on December 16 in Amchok, Sangchu (Chinese: Xiahe) county, Kanlho (Chinese: Gannan) Tibetan Autonomous Prefecture, Gansu province, follows the self-immolations of three Tibetans, two of them outside monasteries, on the same Tsongkhapa anniversary in December, 2012. Sangye Khar is believed to be from a semi-nomadic area in Kanlho, Gansu.
