Per instruction by the State Council of the CCP, the 15th Inspection Team of the Council went to TAR to conduct on-spot inspections starting August 30. Zhang Xinwang, the Leader of the 15th Inspection Team, also a member of the Party Group and Deputy Minister of the Ministry of Agriculture and Rural Affairs, and Yan Jinhai, Deputy Secretary of TAR Party Committee, Chairman of TAR People's Government, attended a meeting convened with the Inspection Team. The meeting was broadcast live in Lhasa and Nyingtri.

TAR Party Secretary visits PLA troops and Officers stationed in TAR on Army Day
On the eve of Army Day on August 1st, TAR Party Secretary Wang Junzheng met PLA Officers, troops and soldiers stationed in TAR, veterans of the 18th Army representing the TAR Party Committee, TAR People’s Congress, TAR People’s Government, and TAR PPCC. While meeting them, TAR Party Secretary Wang Junzheng stressed the importance of implementing Xi Jinping’s thoughts on strengthening the army, constructing national defence and promoting longer-term stability. Wang Junzheng was accompanied by TAR leaders; Zhuang Yan, Wang Kai, Yin Hongxing, Liu Jiang, Dawa Tsering, Zhou Jianxin, Ding Yexian, Zhang Hongbo, Yang Meng and Pen Junxia.

Nyingtri Party Secretary Ao Liuquan inspected monasteries in Nyingtri
Ao Liuquan, Party Secretary of Nyingtri (Ch: Linzhi) accompanied by Yan Shiqin, Secretary of the Milin County Party Committee inspected the monasteries in Nyingtri. In Qiangna Gonpa, he met Wangdue, Deputy Director of the Qiangna Temple Management Committee and inspected the protection of cultural relics, hidden dangers of fire safety and the implementation of epidemic prevention and control in the monastery. He asked about the progress in strengthening and innovation of temple management in recent years, and the implementation of the three functions of "education, service and management" in monasteries and other policies favourable to monks. He said it is necessary to focus on understanding the progress of party building in the monastery, comprehensive governance and stability maintenance, and ideological work.

On the instructions of Phakpa Lha Gelek Namgyal, Vice-Chairman of the National Committee of the Chinese People's Political Consultative Conference (CCPPC), Lei Guilong, Vice Chairman of the TAR People’s Political Consultative Conference (PPCC) presided over the 50th Chairmen’s meeting of TAR PPCC on April 1. The meeting studied the decisions of the fifth session of the 13th CCPPC conference, the 20th Standing Committee meeting of TAR PPCC, and reviewed the implementation of the ‘Four Creations’ by all members of the TAR PPCC across the region in addition to emphasising Xi Jinping’s “important instructions” on Tibet work and the Party’s strategy of governing Tibet in the new era.

Mou Yongwen, Member of the Standing Committee of the Municipal Party Committee and Executive Vice Mayor, attended a Grain and Material Reserve Work Meeting in March. Mou Yongwen demanded that the ‘political position’ should be improved and all counties (districts) and all departments, especially the grain department, further improve their political positions, firmly establish the overall national security concept, adhere to the important task of stabilizing food security, actively promote the coordination and linkage of the entire grain supply chain, and accelerate the construction of “production, purchase, storage and transportation of grain at their respective areas”.

Metok Red School conducts on-campus training for local Nyingtri cadres
Metok Red Party School, which was inaugurated last year, carried out intensive training for the local cadres and party school staff for 20 days. More than 52 village cadres were enrolled in the program. The training was a combination of classroom teaching, situational teaching, extended teaching, and on-site visits. The main purpose of the training is highlighted as to strengthen the ability of village cadres to teach and sing red songs, hold speech contests, introduce basic personal information, arrange relevant after-school propaganda works, improve their ability to use the national common language and characters and their ability to express themselves, understand the role of the team, and enhance the sense of collective responsibility.

Ahead of the Chinese new year, Penpa Tashi Standing Member of Shigatse Party Committee and the Minister of the United Front Work Department (UFWD) of Shigatse convened symposium from January 13-14, for retired party officials and officials successively (13th and 14th respectively in Lhasa and Shigatse. After presenting white scarves (khataks) to all retired party officials and leaders, Penpa Tashi thanked them for their selfless hard work and contribution, and told them that the party will not forget their achievements.

On November 28, TAR Party Secretary Wang Junzheng, met Duan Hai, Zhang Liming, Yang Hui, Luo Jie, Tsering Pasang, Kelsang Dolma, Gu Ru, Nima Dhondup and other representatives from Ngari (Ch:Ali) to the tenth TAR Party Congress. The Ngari delegation presented their report, which unanimously stated that works in Ngari have always adhered to the “guidance of Xi Jinping’s thoughts on Socialism with Chinese characteristics in the new era, his expositions on Tibet work and the party’s strategy for governing Tibet in the new era, and that they have taken cognizance of the new challenges and situations facing Tibet work.” The delegation proposed that “in the new era, measures and new ideas. concerning Tibet’s long-term stability, quality development, political actions and strategic governance would be implemented.” After listening to the work report, Wang Junzheng commended.

The Religious Affairs Bureau of TAR organized a training course for Islamic clerics and religious officials in Nyingrtri on November 16. Raba Tsering, Vice Chairman of the Lhasa Political Consultative Conference, Head of the Great Mosque Yagu, and Director of Religious Affairs Bureau of TAR attended the opening ceremony. A total of 42 cadres in charge of Islamic work in various prefectures participated in the training courses. They included the faculty of the four mosques and temple management committees.

On May 21, 2021, China issued a White Paper on Tibet comprising ten chapters and captioned 'Tibet Since 1951: Liberation, Development and Prosperity'. Asserting that “Tibet has been an integral part of Chinese territory since ancient times, and one of the main Tibetan-inhabited areas in China”, it claimed that “In the aftermath of the Opium Wars in the middle of the 19th century, the UK-led imperialist powers began to cultivate the idea of ‘Tibet independence’, intentionally undermining China's sovereignty and territorial integrity”

International Symposium on Tibet held in Beijing
An International Symposium on Tibet held in Beijing on May 16 was attended by 70 experts and scholars from China and abroad. The four main topics discussed at the symposium were the social development of Tibet, the Himalayan regional coordination and cultural heritage, the ecological protection on the Qinghai-Tibet Plateau, and Tibetan history and linguistics. Organized by the Chinese Academy of Social Sciences, the symposium was sponsored by the Chinese Society for Human Rights Research, the China Association for the Protection and Development of Tibetan Culture, and the China Tibetology Research Centre.

Chinese Foreign Ministry stresses village construction is in “southern Tibet” and a sovereignty matter
The Chinese Foreign Ministry, in response to NDTV India’s report on construction of a village in Arunachal Pradesh, stressed that China's position on the eastern sector of the China-India boundary, or Zangnan (the southern part of China's Tibet), is consistent and clear and China has never recognized the so-called "Arunachal Pradesh" illegally established on Chinese territory. Construction of the village is in China’s territory, Foreign Ministry spokesperson Hua Chunying said on January 21 at a press conference.

TAR PSB's 'zero-tolerance' crackdown on 'illegal crimes
TAR Public Security Bureau (PSB) cracked-down in Lhasa on March 4 against various ‘illegal crimes’ including counterfeit medicine and manufacturers of protective supplies during the COVID-19 pandemic, illegal hoarding of supplies that disrupts market order, other crimes that disrupt social harmony and violations of the law. The PSB claimed it had cracked seven criminal cases concerning the pandemic, investigated 134 administrative cases concerning social order, arrested ten suspects and seized 50,000 fake masks.

Village Cadres of Lhasa report their work Progress
The eighth batch of Village cadres based in Lhasa reviewed their work progress and charted the ‘Seven New Key Tasks’ ahead at a meeting held on March 17. The Village Cadres proposed strengthening of political leadership and propagation and implementation of Xi Jinping’s Socialism with Chinese Characteristics in the new Era as their foremost important task in the year ahead. As part of this agenda, the Village cadres of Lhasa plan to advocate the thematic propaganda campaign ‘keeping old heart and remembering new mission’ and also carry out “four consciousness” and “four stresses” in simple and “easy to understand” language for farmers and herdsmen.

Five Inspecting groups under United Front Work Department (UFWD) and Religious Bureau of the Chengguan District Committee of Lhasa carried out on-site inspections in the city mostly of the monasteries and met the Monastic Management Committees. The first group led by Nyima Yonten, Deputy Secretary of the Chengguan District Party Committee and Director of the District People’s Congress inspected the main urban area while Kelsang Wangchuk, Minister of the District UFWD and member of the Standing Committee of Chengguan led a group of inspectors to mountainous areas of the District.

New PSB directive mandates ‘zero distance’ between police and people in TAR
The Central Public Security Bureau (PSB) issued a new directive mandating the Police Headquarters in TAR to launch a new propaganda campaign entitled ‘One million policemen into ten million homes’ and asking it to maintain ‘zero distance’ between the police and the people. Launched on January 14, 2020, the new campaign is scheduled to end by December 2020. The Tibet Entry-Exit Border Inspection Station organized a meeting in this connection and discussed the overall deployment activities to be carried out in TAR.

China jails 12 Tibetans of ‘criminal gang’ for religious activities
In an apparent strengthening of the crackdown on religion, China has jailed12 villagers of Sog (Chinese: Suo) County of Nagchu Prefecture, Tibet Autonomous Region, for up to nearly two years for allegedly running “a criminal gang.” The Tibet Daily (January 14) reported only that they had been accused of fraud and “using religious influence to interfere in the affairs of local government”. The report further stated that the 12 had “exploited and harassed” local people and preached “superstitious ideas, attempting to spread the evil influence of religion in the villages”.The arrested villagers will serve one to two-year prison terms without permission to appeal to a higher court.

Weapons including howitzer deployed for exercises in Tibet
China’s official English-language newspaper ‘Global Times’ publicised (January 5, 2020) that the People's Liberation Army (PLA) in TAR deployed Type-15 tanks and a new 155-millimeter vehicle-mounted howitzer in their first round of exercises in 2020. The weapons are reported to have been specifically designed for plateau regions and Chinese military experts said it can play an important role in safeguarding border areas.

Tibetan Buddhist Group from Nepal visits Beijing
A ‘Tibetan Buddhist Group’ consisting of 11 monks from Nepal visited Beijing for 12 days from October19-30, 2019 on the invitation of the Senior Tibetan Buddhism College of China and as part of an Exchange Programme. The ‘Exchange Programme’ was facilitated by Li Chunzhao, Consular officer of the Chinese Embassy in Nepal. Gobinda Bahadur Karkee, the Consul General of Nepal in Lhasa, organized a seminar in Lhasa on June 17th to promote investment opportunities in Nepal by Tibetan companies. The Seminar was attended by Luo Mei, Vice Chairman of the TAR Party Committee and the Deputy Commissioner of the Nepal Consulate in Lhasa, Shushil Kumar Lamsal among others. The meeting discussed Xi Jinping’s ‘congratulatory letter’ to the China Tibet Development Forum where he urged ‘more open and conducive’ exchanges with foreign countries. The meeting noted that Kyirong Port and Zhangmu Port are open to neighbouring countries and also for freight transportation. The meeting promoted infrastructural construction investments on the Kyirong and Zhangmu Ports and observed that small scale trade in the border regions has increased.

Convocation ceremony of 12 doctorate monks in Buddhist Philosophy was held on April 26, at Jokhang temple in Lhasa. The Annual pre-degree test was reportedly conducted last year at Sera monastery and Phuntsok Tendar from Gadan Monastery won the first prize.

He was briefed on the initiatives taken by the Management Committee as well as shown the up to date accounts, finances, party building works and future plans. The Deputy Director acknowledged the Committee’s progress and asked the members to carry out educational activities/engagements, which encourage monks and nuns to adapt to the socialist society, abide by the law and maintain social stability. Phurbu added that safeguarding the socialist system, reunification of the motherland, nationality unity, frequent inspections and strengthening of the Management Committee should be given due importance by the Committee.

Ji Yue, Deputy Director of the TAR Tourism Commission, said the opening of the new route will bridge the government, tourism, civil aviation and other departments of the two provinces.

TAR PSB creates “3-minute Police Circle”
The TAR PSB recently launched a “3-minute police circle” initiative as part of a new series of surveillance measures. Police Stations under this scheme will issue ID cards to residents for ‘free’. The new Saikang Convenience Police Station, at the intersection of Beijing Middle road and Qingnian Road in Lhasa, is part of the “3-minute police circle” initiative and in addition to public security tasks assists tourists visiting the city. An example was cited of two Swiss tourists who were lost and arrived at the Saikang Convenience Police Station. The Police Station got in touch with one Sonam Dorjee, Dean of Southwest University for Nationalities and an English major, who arrived in 3 minutes and guided the tourists to their destination. The official Tibetan media report said Sonam and his colleagues make at least forty times a day to convenience police stations if necessary.

Lhasa Natural Gas Station to start second phase expansion project
In seven years of operation the Lhasa Natural Gas Station has replaced 210,000 tons of standard coal, reducing 400,000 tons of carbon dioxide and 145,000 tons of dust. From the winter of 2017 to the spring of 2018, the Lhasa gas station had a peak gas consumption of 200,000 square meters and a total gas consumption of 31 million square meters. Before the arrival of the ‘heating’ season this year, the Lhasa Natural Gas Station will start the second phase of the expansion and reconstruction project in order to meet the gas demand of the vast number of residents in Lhasa. Zhang Guangyan, station director of the Lhasa Natural Gas Station, said that using natural gas for heating and cooking had never been thought of in the past. Today, 200,000 residents in Lhasa enjoy the changes brought about by natural gas and green energy.

The TAR Human Resources and Social Security Department reportedly issued 877,000 social security cards from June 2017 to April 2018. The card with an installed chip is a multipurpose feature created to manage social security by recording a person’s movements and for payment purposes, medical treatment and as electronic vouchers. The card identifies the holder’s name, citizenship number, personal photo, social insurance contributions, personal status etc.

An article in the state-owned Global Times on December 25, 2017 said that a high priority item for 2018 on the agenda of China's annual central conference on rural work, which will set the tone for next year's agricultural and rural development and is expected to convene in Beijing soon, is revitalising the countryside. It said, "poor villages along the borders of Southwest China's Tibet Autonomous Region with India, Nepal, Bhutan and other neighboring countries may receive more attention than usual". The article said "Tibet has achieved rapid economic growth over the past few years, but many people in the region, which is locked away among the Himalaya Mountains, are still suffering from poverty".

The Chairman of Lhasa Municipality, Tibet Autonomous Region (TAR) UFWD and TAR People's Government, Choedak (Ch: Qi Zala) presided over the Executive Meeting of TAR People's Government on September 13, 2017 to primarily discuss economic policies for the 13 th Five-Year Plan Period. It was agreed to establish a “Lhasa Comprehensive Bonded Area” after getting a nod from the State Council. Research on Tibetan medicines, development of the information and technology industry and other matters were discussed at the meeting.

Radio Free Asia (RFA) reported on July 10, 2017, that Tibetans living in Lhasa and in western China’s Qinghai and Sichuan provinces celebrated the Dalai Lama’s birthday the previous week with prayer gatherings and public picnics in open defiance of a ban by Chinese authorities. In Lhasa, Tibetans conducted prayers and openly visited area monasteries, including the city’s central Jokhang temple, despite the presence of plainclothes security personnel and other informers stationed nearby.

Lobsang Gyaltsen (Losang Jamcan) is also a Deputy Secretary of the TAR Party Committee.

Sangye Khar’s self-immolation on December 16 in Amchok, Sangchu (Chinese: Xiahe) county, Kanlho (Chinese: Gannan) Tibetan Autonomous Prefecture, Gansu province, follows the self-immolations of three Tibetans, two of them outside monasteries, on the same Tsongkhapa anniversary in December, 2012. Sangye Khar is believed to be from a semi-nomadic area in Kanlho, Gansu.
