There is speculation in Beijing that the Party Secretary of the Xinjiang-Uyghur Autonomous Region, Zhang Chunxian, is soon to be replaced by the Party Secretary of Zhejiang Province, Xia Yulong, who is reported to be a loyalist of Xi Jinping. The reports say that Zhang Chunxian is being moved out for implementing 'soft' policies in the Autonomous Region which has allowed 'terrorism' to grow.
