According to US Naval Intelligence News (Feb 18, 2014) speaking on Feb 13, 2014 at a 'West 2014' conference in San Diego, California, James Fannel, Chief of Intelligence of the US Pacific Fleet (PACFLEET) said that as part of the PLA's massive 'China Mission Action-2013' exercise all branches of the PLA had trained for taking the Senkaku (Diaoyu) Islands. Fannel pointed out that China had spent over US$ 1.6 million on improvements to disputed South China Sea outposts. It had developed ports, airfields, water purification and surveillance systems.
