Reports circulating in Beijing claim that China's leaders are considering convening the Fourth Plenary Session of the CCP's 18th Central Committee plenum in Beijing earlier than usual and possibly before, or early in, September. There is also speculation that a decision on former PBSC member Zhou Yongkang, might be discussed and announced during the plenum.
