Windows 8 banned

The ban on Windows 8 can be interpreted as based on three considerations:  national security, lowering procurement costs and improvement work efficiency.

Tencent S&T Co. quoted Ni Guangnan, an academician of the Chinese Academy of Engineering, who said :

The Prismgate material revealed by Edward Snowden shows that many S&T companies cooperated with the US government and helped the NSA get encrypted data from the Internet.  Operating systems affect national security and so Russia, Germany and other countries are already promoting and acquiring operating systems developed in their own countries. Win 8 and Vista have the same architecture and Win8 also has Microsoft anti-virus incorporated into it so that it is always examining the user’s computer and scanning data.
