He stressed the need to develop this "core technology" and promote digitalization of the industry.  Xi Jinping pointed out that the integration of cyber-civil service and civil-military integration is a key area and frontier area for military-civilian integration, and it is also an area where military-civilian integration has the most vitality and potential. "We must seize the historical opportunity of the current information technology revolution and new military changes, profoundly understand the internal relations between the productive forces and the fighting power, the market and the battlefield, grasp the working mechanism and laws of the integration of cyber-information and civil-military cooperation, and promote the formation of full-fledged elements, multi-fields, and high-effectiveness." Xi Jinping said advantage must be taken of the "One Belt, One Road" initiative to strengthen cooperation with countries along the route, especially developing countries, in the areas of network infrastructure construction, digital economy, and network security, to build the 21st Century Digital Silk Road.
Xi Jinping asked leading cadres at all levels, especially senior cadres, to improve their ability to organize mass media, publicize the masses, guide the masses, and serve the masses through the Internet.
