The Ministry of Public Security (MPS) disclosed on April 27, 2018 that MPS personnel had been honoured for "loyalty to the Party' in a ceremony on April 27. Luo Dian, Political Commissar of the National Security Bureau of Shannan City Public Security Bureau, TAR, was among those awarded the National Badge of Honor of the Public Security Bureau for working for public security work for more than 25 years.  The MPS website said Luo Dian's father is also a “national security person." 

Since 2002, public security and state security agencies have organized "Loyalty Education" activities within the system for 16 consecutive years and each year, in accordance with the Party's instructions as well as changes in international, national and social conditions, a theme is targeted and activities are carried out. Ideological and political construction and disciplinary construction are vigorously strengthened.  Shen Jiangang,  of the  Chongqing Public Security Bureau and  deputy chief of the National Security Corps, said "The National Security Police must be politically ideologically strong, and loyalty is absolutely the first place. This is our soul and our 'ballast stone'. It has left loyalty and the ability is high and it is empty talk."
