CHINA-INTERNAL: PLA LEADERSHIP

South China Morning Post (SCMP) May 13.reported on May 16, 2018 that 64-year old PLA General Cai Yingting, a former Nanjing Military Region Commander and rising star who retired prematurely after his appointment as President of the Academy of Military Sciences (AMS) when the five Theater Commands were formed, has been demoted by eight grades to become a battalion commander. It said General Cai Yingting, has been demoted from the Grade 2 post of “military leader” to the Grade 10 position of “battalion leader”. A possible reason for his downfall included his daughter’s marriage to a Frenchman – which he failed to report through the proper channels – and his association with now disgraced  former CMC Vice Chairmen Guo Boxiong and Xu Caihou.

(Comment: No public announcement has been made yet, but SCMP said news of Cai Yingting’s demotion started circulating in military circles on May 13. Cai Yingting retired from the military academy in 2017, two years before he reached the PLA’s maximum retirement age. His last public appearance was on August 6, 2017 at the funeral of the former Jiangsu party chief Shen Daren, where he was listed as being among the “retired cadres” along with former presidents Jiang Zemin and Hu Jintao. There was speculation when General Cai Yingting was not appointed Theater Commander but moved sideways too head the AMS despite his close association with Xi Jinping.  earlier assessed as being close to Xi Jinping.)
