The PLA Daily on June 20 published an article stressing that “the application of big data to national defense mobilization is a trend; only by following the trend, reinforcing big data infrastructure building, and enhancing the ability to utilize big data in national defense mobilization can one have the initiative in future warfare mobilization.” It said the current legal and regulatory systems for building a national defense mobilization database are not complete and that there are still many barriers in data collection and storage. A data platform should first be built. Then an innovative management model should be created to solve the contradictions between sharing data and security and confidentiality. Finally, policies and regulations should be made to clarify the rights and obligations for providing data at all levels and in all regions.
