Xi Jinping presided over the Eighth Politburo Collective Study Session in Beijing on September 21, where he pointed out that “without modernization for agriculture and rural areas, there will be no modernization for the whole country.” He also stressed that “fighting the poverty alleviation battle is the priority for implementing rural revitalization strategies” and that “Party Committees and organizations at all levels must strengthen their leadership…, adhere to the nature of collective ownership of rural land…, and give full play to rural Party organizations.”
