CHINA-INTERNAL: PARTY CONTROL ON EDUCATION INSTITUTIONS

The Deputy Minister of the Organization Department Zhou Yi,  Minister of Education Chen Baosheng and the head of the Beijing Municipal Organization Department Wei Xiaodong, announced the appointment of Qiu Shuiping, former Party Secretary of the Beijing Municipal Bureau of State Security, as the new Party secretary for BeiDa. Qiu Shuiping has the rank of Vice Minister. He has been the Party Secretary of the Beijing Bureau of the Ministry of State Security. Hao Ping, a University of Hawaii PhD who had been BeiDa Party Secretary, and who is well known to many on this list, has transferred to the job of Beida President implying a 'demotion'. He is, incidentally, Alternate Member of the 19th CCP CC. 63-year old Lin Jianhua has been retired on grounds of age after three years on the job. It is being speculated that he might be reassigned as a Vice Chair of the National People’s Congress.

(Comment: Qiu Xiaoping is a Beida alumnus. He worked as CYL cadre in Beida after graduation and also taught there before he took up government posts in the Beijing City Government. His appointment signals the Party is reasserting control and tightening its grip over prestigious academic institutes. Lin Jianhua was recently criticised in the social media for mispronouncing a rather obscure classical Chinese passage in his prepared keynote speech at a big gathering celebrating the 120th year birthday anniversary of Beida. It is speculated too that the involvement recently of Marxist students from Beida in the labour trouble in Guangdong might have prompted these changes. The announcement underscores the political importance of Peking University leadership roles.)
