CHINA-INTERNAL: GOVERNMENT RESTRUCTURING AND BIG DATA

People's Daily on November 5, announced that restructuring plans of 29 provinces had been approved by the central authorities. Almost all of China’s 31 provincial governments have announced re-organization plans. Most plans mirror the central government’s restructuring announced in March 2018. But nine provinces will have a 'Big Data Bureau'. Guangdong, Zhejiang, Fujian, Shandong, Zhejiang, and Guangdong have targeted “big data” want the bureau to collect data from all government departments in order to streamline government services. While Shandong Province has set up the Provincial Big Data Bureau, Zhejiang Province will set up the Provincial Big Data Development Administration. However, Guizhou’s big data bureau has a much more expansive remit and they are investing in big data companies, including the one that runs Apple’s iCloud in China.
