CHINA-ECONOMY: STATE COUNCIL ISSUES 55 MEASURES TO IMPROVE BUSINESS ENVIRONMENT

Also on November 8, the State Council General Office released the "Notice on Implementing Policies to Improve the Operating Environment and Focus on the Concerns of Business."  The document lists almost 55 measures to improve the business environment and designates a government agency responsible for implementing it. Around 38 of these measures come with a specific deadline. Among the measures aimed at foreign companies are: (i) by end March 2019, NDRC and MofCom are to eliminate all market access barriers for industries not on the negative list, and institute online registration; (ii) by the end of 2018, MofCom is supposed to inspect every province and make sure that they have established a mechanism for responding to complaints from foreign business; and (iii) in 2019, NDRC, MofCom, and MoJ will make sure that all local regulations inconsistent with opening policies are abolished or revised.

(Comment: There has been a noticeable uptick in efforts by senior Chinese leaders in recent months to project that the economy is in good shape and to particularly reassure private business owners, who contribute a larger percentage to the national economy, that the government is sensitive to their needs.)
