CHINA-INTERNAL: LEADERSHIP

On July 2, 2014, the CCP mouthpiece People's Daily and Liberation Army Daily in a front-page editorial expressed the support of the entire Party and PLA to the Politburo's decsion to expel former Central Military Commission (CMC) Vice Chairman 70-year old Xu Caihou. The editorial specifically mentioned all four principal PLA Departments, the four services and each of the 7 Military Regions including the Academy of Military Sciences. They stressed there would be no exceptions to enforcement of the laws against corruption. General Liu Yuan, Political Commissar of the PLA's General Logistics Department a 'princeling' and close associate of Xi Jinping, has published an article on 'Socialist Values' in the latest (July 1) issue of the Party theoretical magazine 'Qiu Shi'. It is unusual for a PLA General to write an article on such a topic.
Meanwhile, there is speculation in informed circles in Beijing that the recently announced dismissals of four senior Party/PLA officials could be a prelude to CCP CC General Secretary Xi Jinping inducting loyal cadres into the Party's higher echelons at the upcomng Fourth Plenum scheduled for around September 2014.
