CHINA-LEADERSHIP: XI JINPING'S ARTICLE IN JANUARY 15 ISSUE OF 'QIU SHI' ON BUILDING PARTY CADRES
Xi Jinping wrote an article titled 'Strive to create a team of high-quality cadres who are loyal and clean', which was published in the January 15, 2019 issue of Qiu Shi (Seeking Truth). Chinese Communist Party (CCP) Secretary General and Chinese President Xi Jinping’s 3393-word article titled 'Strive to create a team of high-quality cadres who are loyal and clean' was published by the Party Theoretical journal ‘Qiu Shi’ (Seeking Truth), in its first issue of the year (January 15, 2019). It focussed solely on building a politically moral, loyal and reliable cadre. It was replete with references to ancient Chinese philosophers and also included four references to Mao Zedong. Dwelling on the need to build ‘create a loyal, high-quality and clean cadre team’, Xi Jinping emphasised that “For us communists, the most important thing is to cultivate political morality. Our party’s demands on cadres are first and foremost political requirements.” He issued a stern warning that the anti-corruption campaign, which has already felled many senior cadres, would continue with undiminished severity and disclosed that “Many leading cadres are still being investigated and punished.” He said they are “politically double-faced” people who operate “behind-the-scenes” and are good at “concealment and deception”, but nevertheless leave behind traces. Calling upon the Party's Organisation departments to be fair and open-minded while selecting cadres, Xi Jinping stressed the need for also motivating them. Strongly criticising corruption which, he said had “been an important reason for the decline of China's dynasties”, Xi Jinping added “Our party is a Marxist ruling party that serves the people wholeheartedly. The cadres at all levels of our party are the public servants of the people and the servicemen of the people. They are essentially different from the bureaucrats in history”. He cautioned that if cronyism and other such practices come in then “chickens and dogs rise to heaven”.
