CHINA-INTERNAL: 'STUDY TIMES' ON XI JINPING

An editorial in the Central Party School magazine 'Study Times' on January 23, by top Party theoretician Xin Ming elaborating on Xi Jinping's thinking said that the Party faces numerous risks to its rule on multiple fronts. He said “[We] must formulate policies for the worst possibilities” and must keep in mind the 'bottom lines'. These were that: Party rule must not be challenged; There must be no systemic financial risks; The country must control key technologies; Environmental red lines must not be breached; and Core national interests must not be sacrificed.  He insisted that officials must stay the policy course, even if it becomes difficult saying: “The risks we face … will make society uneasy, and will make us feel pain, but it is not terrible” and “What we have to be alert to are the potential bigger risks caused by desperately seeking the most expedient solution, policy swings, muddling through, and drinking poison to quench thirst.”
