CHINA-PLA: NEW INSTRUCTIONS ON 'COMPREHENSIVELY PREPARING FOR WAR'

The PLA Daily reported on January 30, that the Central Military Commission recently issued the "Opinions on Comprehensively Strengthening Force Management", which aimed to "thoroughly implement Xi Jinping's strong military thinking" and strengthen and improve the management of troops in the new era. The "Opinions" clarified it is necessary "to firmly establish the guiding position of Xi Jinping's strong military ideology" and asserted "we must firmly grasp the political direction of party command, set up a clear direction for preparing for war, adhere to the rule of law, strictly manage the army, promote the innovation and development of military management, and strive to create a first-class force management that matches the party's strong military goals in the new era". The "Opinions" also directed that "party committees at all levels should shoulder the main responsibility, correct the guiding ideology, implement unified leadership, adhere to regular discussions, and support the leaders and the responsible". It directed that in addition to performing their duties, "all units shoulder their responsibilities, coordinate and cooperate, and work together" in "ensuring the party’s absolute leadership over the military and ensuring the smooth flow of government orders".
