CHINA-LEADERSHIP: ANNUAL BEIDAIHE CONCLAVE

Confirmation that the annual Beidaihe 'informal' retreat of senior veteran CCP leaders is underway was visible in the issue of a traffic control ordinance on June 29 announcing special vehicle inspection from July 13 to August 18, by the Qinhuangdao City that administers the Beidaihe resort. Hebei Daily reported that the Provincial Party-Secretary Wang Dongfeng spent two days inspecting security arrangements of Qinhuangdao on July 8 and 9, accompanied by the Deputy Party-Secretary, the Party-Secretary for Political and Legal Affairs (in charge of security and law-enforcement), and the Provincial Governor.  Cities in the vicinity, some not so nearby, have also been stepping up security.  Jinzhou in Liaoning, two and a half hours by car from Beidaihe by car, has accelerated its road construction project in case the central government entourage will be passing through the city.

(Comment: The system of senior and/or veteran CCP cadres meeting in Beidaihe in Summer started in 1953. After a gap caused by the Cultural Revolution from 1965, the practice resumed in 1983.)
