CHINA-LEADERSHIP: XI JINPING'S NEW YEAR MESSAGE

On the evening of December 31, 2019, Chinese President Xi Jinping issued a congratulatory message for the New Year 2020, where he referred to  many topics such as poverty alleviation, the situation in Hong Kong, and the Sino-US trade war. Among the highlights of Xi Jinping's speech as reported by Xinhua are: (i) Xi Jinping pointed out that high-quality development is advancing steadily. China 's GDP is expected to be close to 100 trillion yuan (1 yuan is about 0.143 US dollars), and per capita will reach a level of US$ 10,000. He referred to the coordinated development of Beijing-Tianjin-Hebei, the development of the Yangtze River Economic Belt, the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, the integrated development of the Yangtze River Delta and Ecological protection and high-quality development in the Yellow River Basin.(ii) On poverty alleviation, Xi Jinping pointed out that there will be about 340 poor counties across the country removing caps and more than 10 million people will be lifted out of poverty. He said, "2020 is a landmark year. We will build a well-off society in an all-round way and achieve our first century-old goal. 2020 is also a year of resolute victory against poverty. The assault has already sounded. We want everyone to work hard The more difficult the situation is, the more we move forward, we will make up the shortcomings, lay the foundation more firmly, and resolutely win the fight against poverty. We will achieve the current standards for all the rural poor out of poverty, and all poor counties will remove their hats". Separately, Duowei News previously pointed out in the analysis that according to the current progress, the remaining poor people in mainland China should be able to reach poverty alleviation by the end of 2020 as expected, but the so-called "out of poverty" is only a 4,000 yuan annual income that has been provided by the government and only to be adequate Level is by no means equivalent to eradicating poverty.(iii) At a time when the storm of Hong Kong's legislative amendments has lasted for more than half a year, economic and social development and the practice of "one country, two systems" are in an unprecedented predicament.
