CHINA-US: CHINESE THINK-TANK ANALYSES PRO AND ANTI-CHINA U.S. STATE GOVERNORS
Captioned 'The U.S. Governors Report', 'D&C Think', a think tank based in Beijing, in collaboration with Tsinghua University released a Report on June 22, 2019, which stated that while a hardline attitude toward China now prevails in Washington, the American federal system means that state-level governments may not be in lockstep. It said: "Governors can ignore orders from the White House, and state governments can change or even cancel local governments such as cities, counties, and school districts." It stated that State-level officials "enjoy a certain degree of diplomatic independence". The Report rated the U.S. Governors as: "Hardline:" six Governors, including Andrew Cuomo (D-N.Y.), Mike Parson (R-Mo.) and Ron DeSantis (R-Fla.); "Friendly:" 17 Governors, including Eric Holcomb (R-Ind.), Janet Mills (D-Maine) and Jared Polis (D-Colo.); and "Unclear" or "no stated position:" all remaining governors, including Gavin Newsom (D-Calif.) and Greg Abbott (R-Texas).
