Shao Yiming, a prominent virologist who is chief HIV/AIDS expert at the Chinese Center for Disease Control and Prevention (CDC) was reported by Caixin on March 20 as saying that Chinese health authorities initially failed to identify and control the threats posed by Covid-19 because of faulty assumptions and weaknesses in a carefully constructed direct reporting system.
