It constitutes a threat, violates the consensus reached by the senior leaders of the two countries on the humanitarian treatment of fishermen and the "Vietnam and China Agreement on Basic Principles for Guiding and Solving the Vietnam-China Maritime Issue", which violates the spirit of the "Declaration on the Conduct of Parties in the East China Sea" The complicated regional situation is not conducive to relations between the two countries and maintaining peace, stability and cooperation in the East China Sea. " The Ministry of Foreign Affairs of Vietnam has lodged a protest at the incident with the Chinese Embassy in Vietnam on April 3.
