CHINA-INTERNAL: MILITARY

The PLA's General Political Department has issued a circular urging officers and soldiers to stand united behind the leadership of President Xi Jinping. It said they should resolutely prevent "liberalism in politics" and "oppose misconceptions" that might hinder reform efforts. Tjhe circular was publicised by the Liberation Army Daily on August 11. It said "The party's leadership over the army must be absolutely upheld."

The circular said that officers and soldiers should understand that reforms were needed to ensure the army was capable of fighting and winning modern battles. It warned that some of the reforms might touch on the personal interests of some officers 'or groups', but "Individuals should be amenable to the comprehensive interests of the entire army and adapt to the changes." It also asked officers and soldiers to "always be vigilant and steadfast on political issues and strictly abide by discipline regarding politics, organisation and secrecy" and not comment on or spread political rumours.
