CHINA-US: FORMER CHINESE VICE FOREIGN MINISTER FU YING WRITES ON CHINA-US RELATIONS

Former Chinese Vice Foreign Minister Ms Fu Ying published an important article in the latest edition of China Newsweek (June 17) titled “Sino-US relations after the pandemic: Is it possible to realize benign competition?.” The 13,000+ character article is a most extensive, considered examination of Sino-US relations not seen for some time. Fu Ying’s assessment of the situation is incisive. She sees relations rapidly deteriorating, with competition emerging across four fields:

Ideology
Public opinion
Economic security
Strategic security
According to Fu Ying, the possibility that this competition devolves into conflict is a real one, which she feels should be avoided. Fu Ying said: “A relatively good future for Sino-US relations… would be to rationally balance interests and create a ‘competitive-cooperative’ relationship.”;“That is to engage in limited, controllable competition with each other while maintaining coordination and the relatively stable development of bilateral relations on specific issues.”; and “In various fields and matters of global concern [the two sides should] cooperate.”
(Comment: Rising tensions with the US has seen the rise of more hawkish voices in Beijing. Fu Ying's article is a push back against hardliners on US policy and is trying to nudge Chinese foreign policy in a less aggressive direction.)
