CHINA-LEADERSHIP: CHINA'S STATE COUNCIL APPOINTMENTS TO NEW OFFICES IN HONGKONG

China's State Council announced the formation of the new apparatus to enforce the newly passed Hong Kong national security law. On July 3, the Hong Kong government established its new Committee for Safeguarding National Security. The committee is chaired by Hong Kong Chief Executive Carrie Lam, but the more important member of the committee is Beijing’s man in Hong Kong – Liaison Office head Luo Huining, who will serve as “Adviser” to the committee. The Beijing Daily (July 3) reported that Beijing has also set up the new Office for Safeguarding National Security of the Central People's Government in the Hong Kong Special Administrative Region with Zheng Yanxiong, till now Secretary-General of the Guangdong Party Committee as Head the new office. Zheng Yanxiong, a hardliner with experience in propaganda and Hongkong affairs, has as his deputies Li Jiangzhou and Sun Qing. Li Jiangzhou is a veteran public security officer and has worked in Beijing's liaison office in Hong Kong since 2016. Sun Qing is a senior official from China’s intelligence agency. The Office for Safeguarding National Security of the Central People's Government in the Hong Kong Special Administrative Region has a wide remit including: “The national security office… has the power to supervise how the Hong Kong government implements the national security law as well as gather intelligence and handle cases directly at its discretion”, and “It is also charged with working with other central and local government agencies to tighten control over foreign non-government organisations and media in Hong Kong.”
