CHINA-LEADERSHIP: CHINESE FOREIGN MINISTER WANG YI'S SPEECH AT INAUGURATION OF 'XI JINPING RESEARCH CENTRE FOR DIPLOMATIC THOUGHT'

In a nearly 2460-word speech on July 22 at the inauguration ceremony of the 'Xi Jinping Research Center for Diplomatic Thought', Chinese State Councilor and Foreign Minister Wang Yi mentioned Xi Jinping 22 times and said "General Secretary Xi Jinping used the foresight of a great strategist" and in "Xi Jinping’s Diplomatic Thought, has pointed out the direction and provided fundamental follow for the Chinese diplomacy entering the new era". He declared "In recent years, under the strong leadership of the Party Central Committee, and under General Secretary Xi Jinping’s personal planning and planning, China’s diplomacy has been guided by Xi Jinping’s diplomatic thinking, overcoming difficulties, forging ahead, and achieving historical achievements and creating a new situation".  Stating that "The Party Central Committee with Comrade Xi Jinping as the core attaches great importance to diplomatic work" and is intent on "realizing the great rejuvenation of the Chinese nation", he said, "it has made a top-level design and strategic plan for major-country diplomacy with Chinese characteristics". "The leadership of the Chinese Communist Party is the most essential feature of socialism with Chinese characteristics, and it is also the greatest political advantage of Chinese diplomacy". He said "Xi Jinping’s thought on diplomacy is the latest achievement of Marxism in the diplomatic field in the 21st century" and enriches and develops "Marxism with a series of original major ideas. The theory of international relations has achieved a historic leap in the field of diplomacy in the sinicization of Marxism". He listed its six points. (i) He referred to China's "neighbouring diplomatic policies" saying they embody "the historical heritage of being kind to neighbours, loving and not attacking" and that "General Secretary Xi Jinping creatively inherited the spirit of the ancient Silk Road and put forward a major initiative to jointly build the "Belt and Road", transforming this achievement of human civilization into a new type of public product for international cooperation and common development". (ii) He said, "Xi Jinping’s Diplomatic Thought has given a clearer spirit of the times to traditional ideas such as independent peaceful diplomacy, the Five Principles of Peaceful Coexistence, the promotion of the establishment of a new international political and economic order, and has led to a historical new era of a community with a shared future for mankind and a new type of international relations".  (iii) He said, "Xi Jinping’s diplomatic thoughts carried forward the new China’s just stand against colonialism, hegemonism, and power politics, drawn a red line and brightened the bottom line on major issues involving national sovereignty and territorial integrity, and resolutely adopted a series of firm rights safeguarding measures to resolutely defend national core interests and national dignity". (iv) Wang Yi called for integrating the study of Xi Jinping’s thoughts on diplomacy with the study of Xi Jinping’s thinking on socialism with Chinese characteristics for the new era, as well as the study of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thinking of the "Three Represents", and the scientific outlook on development. (v) The history of New China, the history of reform and opening up, and the history of socialist development are connected. (vi) "Xi Jinping's diplomatic thought is a sublation and transcendence of traditional international relations theory." "Xi Jinping’s diplomatic thinking combines China’s development with the world’s development, combines the interests of the Chinese people with the common and fundamental interests of the people of the world, and proposes to build a community with a shared future for mankind".  He said "the new concepts of global governance, security, development, civilization" proposed by Xi Jinping "not only have distinctive Chinese characteristics but also contain the common values of mankind".
