CHINA-LEADERSHIP: STATE COUNCIL MEETING PROPOSES BUREAUCRATIC REFORM

A State Council executive meeting chaired by Chinese Premier Li Keqiang on September 18, told provinces to reform procedures and make it easy for people and businesses that operate across province lines. The meeting said that by end 2020, 58 administrative processes should be manageable from anywhere in China, including registering a business; authenticating diplomas and professional certifications, and Transferring social security funds. By the end of 2021, it wanted an additional 74 administrative processes to be covered, including processing product and manufacturing licenses; managing medical bills and records; and moving residence (hukou) registration. Xinhua quoted Renmin University law professor Liu Junhai as saying “Current regional and sectoral barriers in the market directly restrict the optimal allocation and rational flow of various factors and hinder the establishment of a unified national market.”
