The People's Daily on September 26, reported that Chinese President Xi Jinping had for the first time in history issued "important instructions" that opinions and suggestions be solicited "from all of society" in the process of drawing up the five-year plan. From August 16 to 29,  People’s Daily, Xinhua, China Central Radio and Television, and other news outlets opened a column to solicit suggestions for the “14th Five-Year Plan.” Over 1.18 million responses were received within that time. According to Xi Jinping's instructions, it is necessary to better use the internet to listen to the voices of the people and to better brainstorm and focus.  Xi Jinping emphasized that the people’s struggle in desiring for a better life is the goal of the 14th five-year plan and the strength of China in forging ahead should provide the people with confidence and support.
