CHINA-COMMISION FOR DISCIPLINE INSPECTION (CDIC) ISSUES STATEMENT EMPHASISING INCREASED SUPERVISION OVER "LEADING CADRES" AFTER FIFTH CC PLENUM

On November 23, the CDIC issued a statement on its official website emphasising that the 19th CCP CC's Fifth Plenary Session had "clearly forecast the long-term goal of basically achieving socialist modernization by 2035, and clearly put forward the guidelines, main goals, and key tasks for my country's economic and social development during the "14th Five-Year Plan" period". These, it said, included a series of new requirements for anti-corruption. Calling the CDICC a "powerful force", it stressed that "The more complex the situation and the sharper the struggle, the more it is necessary to strengthen the "four consciousnesses", strengthen the "four self-confidence", and achieve the "two safeguards", and unite more closely around the Party Central Committee with Comrade Xi Jinping at the core, and gather to overcome difficulties".  It emphasised the necessity of persevering over the long-term to "consolidate and develop the overwhelming victory in the anti-corruption struggle, strive to achieve strict morale, strict discipline, clean cadres, and clean government, and create a good political ecology and development environment for the implementation of the "14th Five-Year Plan"." It said "The Fifth Plenary Session of the Central Committee of the Communist Party of China took "adherence to the people as the center" as the basic principle," and that "anti-corruption is of great concern to the people".  Stating that "To achieve Chinese-style modernization, we must uphold and strengthen the party’s overall leadership, we must uphold and improve the socialist system with Chinese characteristics, and we must promote the modernization of the national governance system and governance capabilities" and that China is presently "in a period of various contradictions and risks", the CDIC statement stressed that "we should strictly prevent and severely punish corruption and unhealthy practices, eliminate political hidden dangers, and maintain political security" and "institutionalize and normalize grassroots supervision, to promote the subsidence of supervision, the implementation of supervision, and the supervision of supervision before problems arise, so that cadres will feel supervision and habit of being supervised, let the masses know that there is supervision, participate in supervision, and strengthen the supervision of grassroots supervision". The statement also said "To build a modern socialist country in an all-round way, there must be a team of cadres who are politically sound and capable of leading modernization".
