CHINA-TECHNOLOGY: OWNER OF CHINA'S TUBER APP, ZHOU HONGYI, IS MEMBER OF CPPCC

Tuber, China's app for Android mobiles that bypasses China's Great Firewall and allows access to banned sites like Google, YouTube, Twitter, Facebook, Instagram, and Netflix was developed by the Shanghai Fengxuan Information Technology Co., Ltd., in which Qihoo 360, the Beijing-based cybersecurity firm founded by entrepreneur Zhou Hongyi, holds a 70 per cent stake. Zhou Hongyi currently Chairman and CEO of Qihoo 360 Group, is a delegate to the Chinese People’s Political Consultative Conference (CPPCC). Speaking at a meeting in May in his capacity as an official delegate, Zhou Hongyi spoke of the need for China to invest more heavily in cybersecurity. His speech was reported on China Central Television’s nightly newscast. Writing in 2014 for the China Press and Publishing Journal, Zhou Hongyi defended the leading role of party-state media to steadily raise “the discourse power and influence of mainstream news media in the main positions of the internet.” The app had approval from China's Ministry of Industry and Information Technology. According to the MIIT’s online database of Internet Content Providers (ICPs), Fengxuan Information Technology received government approval for Tuber on October 9, shortly before the app’s official release.

(Comment: In addition to being a member of the CPPCC, Zhou Hongyi obviously enjoys close proximity to the Chinese government.)
