The "Regulations" has 9 chapters and 44 articles, clarifying the main tasks, basic principles, and management division of the army's measurement work, optimising the operating mechanism, and ensuring the smooth development of the army's measurement work under the new system. Improve the construction and management of military metrology technical institutions, metrological standards, metrological verification personnel, and metrological technical specifications, standardise the military’s procurement of local metrological services, and comprehensively reshape the military’s metrological technology system. Standardise the implementation methods and methods of the military measurement support organisation, stipulate measurement cycle verification, support catalogue, support mode, clarify supervision and management requirements, build a supervision and management mode covering all levels and fields of military measurement, and improve the military's ability to prepare for war and measurement support.
