On December 26, the Party Secretaries of Jilin, Hunan, Guizhou, Yunnan, Fujian and Hainan on reaching the retirement age were appointed to new positions. Chen Hao was appointed NPC Vice Chairman, Sun Zhigang and Du Jiahao as Deputy Chairmen of the NPC Finance and Economic Commission, Liu Cigui as Vice Chairman of the NPC Foreign Affairs Committee, Bayin Chaolu and Yu Weiguo as Deputy Chairmen of the NPPC Environment and Natural Resources Protection Committee. Hu Heping was the only provincial official to be brought to Beijing and appointed Secretary of the Party Committee in the Ministry of Culture and Tourism. He is the only post-1960s cadre.
