CHINA-SECURITY: PEOPLE'S DAILY ARTICLE CALLS FOR CONCEPT OF A 'BIG SECURITY LANDSCAPE'

The People's Daily (January 28) published an article titled 'Adhere to system thinking and build a big security pattern' by Professor Ma Zhenchao of the National Security College of People’s Public Security University of China. Recalling that at the 26th collective study session of the Politburo, CCP CC General Secretary Xi Jinping had emphasised it is necessary "to do a good job of national security in the new era" and "make good use of the important period of strategic opportunities for my country’s development, and integrate national security in the entire process of all aspects of party and state work", he said the 'concept of building a big security landscape' has laid a solid "foundation for the construction of a general security pattern of China’s national security governance". From "establishing the Central National Security Committee and putting forward the overall national security concept, the overall national security concept has surpassed the traditional concept of national security". He said that China's "development strategy and the country's security strategy together constitute the country's grand strategy. The establishment of a general security pattern is proposed from the height of the national grand strategy. Achieving the "two centenary" goals and the grand strategy of the great rejuvenation of the Chinese nation not only requires a grand strategy for national development, but also a grand strategy for national security". He enumerated that the connotation of building a big security pattern mainly includes: (i) to coordinate development and security, which means to coordinate traditional and non-traditional security, integrate security development into all fields and processes of national development and integrate national security into all aspects of the party and the state's work. (ii) to coordinate the overall domestic and international situations, promote international security, and create a stable and safe external environment for the great rejuvenation of the Chinese nation. He asserted that "To realize the Chinese Dream of the great rejuvenation of the Chinese nation and to ensure that the people live and work in peace and contentment, national security is the top priority" and that it is particularly "necessary for leading cadres at all levels to have the sense of responsibility and psychological preparation for the overall security situation".
