CHINA-CCP: ARTICLE SAYS PARTY RULES & REGULATIONS ARE NOT BEING FOLLOWED

An article by Li Xingang of the Department of Politics and Law Education and Research, Zibo Municipal Party School, Shandong Province and published in the "Chinese Cadres Tribune" on February 8, 2021, disclosed that the CCP Central Committee had begun examining ways to improve implementation of the Party's Rules and Regulations. It said that in June 2012, the CCP CC carried out the first centralized clean-up of internal party regulations and normative documents in the party’s history. From more than 23,000 central documents formulated between 1949 and 2012, 1,178 internal party documents were identified. Of the laws and regulations, 322 were abolished and 369 were declared invalid due to changes in the situation where they would be applicable. Identifying various factors for lax implementation, it mentioned that the Central Discipline Inspection Commission (CDIC) had said that a new practice of "splitting" proposals to organise banquets, giving gifts etc. had emerged.
