CHINA-PLA: CMC ISSUES 'DECISION ON BUILDING A NEW MILITARY TRAINING SYSTEM' WHICH INCLUDES REFERENCE TO OPPOSING

CCTV (February 20) reported that CMC Chairman Xi Jinping and the Central Military Commission had recently approved the issue of the "Decision on Building a New Military Training System." It said the "Decision" pointed out that "the whole army must implement Xi Jinping’s thoughts on strengthening the army, implement the military strategy of the new era, insist on focusing on preparing for war, insist on holding back strong opponents, insist on actual combat training, joint warfare and joint training, strong science and technology training, and training according to law". It spoke of building a new military training system, comprehensively improving the training level and the ability to win, and providing "strong support for realising the party's goal of strengthening the army in the new era and building the people's army into a world-class army". The "Decision" also called for strengthening the party’s leadership over military training and consolidating the main responsibilities of the party committee.
The Global Times (February 21) clarified that the PLA "will build a new type of training system that would improve military training in all respects, strengthen the capability to win wars and build the Chinese military into a world-class one". It said "the new military training system will focus on ensuring People's Liberation Army (PLA) exercises are the same as real wars to deal with rapidly changing global situations and external threats."

(Comments: Noteworthy is that in addition to stressing the Party's leadership over the PLA,  it calls for "consolidating the main responsibilities of the party committee". Interesting too is the reference to insistence on "holding back strong opponents". It is unclear whether the reference to 'strong opponents' is to strong foreign powers or domestic opponents.)
