The Guangming Daily (June 27) published an article by Liu Zhengbin, Professor of the School of Political Science, National Defense University, and Researcher of Shanghai Xi Jinping Research Center for Socialism with Chinese Characteristics for the New Era, titled: 'The leadership of the party'. The article discussed the various stages that the army had gone through till the present. It said "Every army has its own unique army soul" and added that "Chairman Xi pointed out that upholding the party's absolute leadership over the army is the soul of a strong army, and casting the soul of the army is the core task of our army's political work, which cannot be shaken at any time." The article enumerated that "At the level of ideological understanding ... Continue to carry out thematic education activities such as "firming faith, forging the soul of the army", "not forgetting the original heart, keeping in mind the mission", strengthen the "four consciousnesses", strengthen the "four self-confidence", achieve "two maintenances", and implement the responsibility of the chairman of the Military Commission ...  and follow the party". It said "At the level of discipline and rules, strictly observe political discipline and political rules".  "At the institutional level, the party’s absolute leadership of the military is more scientific, reasonable, and standardized. The Party Constitution clearly stipulates: "The Communist Party of China insists on its absolute leadership over the People's Liberation Army and other people's armed forces." The chairman responsibility system of the New Era Military Commission has been thoroughly implemented. ...  The strategic command and strategic management functions of the Military Commission have been greatly strengthened, and the political design and political arrangements of the party's command guns have been improved". The article concluded by observing that "The Communist Party of China is determined to make great achievements for the Chinese nation in the future, and a century of prosperity has been flourishing. Looking back, the entire history of our army is the history of continuous development and growth under the leadership of the party; looking forward to the future, the People’s Army will be able to create with the party’s banner as its banner, the party’s direction as its direction, and the party’s will as its will. Bring out new brilliance in the great cause of strengthening the army in the new era".
