CHINA-GOVERNMENT: CCP AND STATE COUNCIL ISSUE 10-POINT 5-YEAR PLAN FOR GOVERNANCE UNDER RULE OF LAW

On August 11, 2021, the Chinese Communist Party (CCP)'s Central Committee (CC) and the State Council unveiled a 10-point five-year (2021-2025) plan titled "Implementation Outline for the Construction of a Government under the Rule of Law (2021-2025)" and issued a notice requesting all regions and departments to conscientiously implement it in light of actual conditions. The 10th point stated "The leadership of the party is the fundamental guarantee for comprehensively governing the country according to law and building a government under the rule of law. It is necessary to insist that the party take over the overall situation, coordinate with all parties, give play to the leadership role of party committees at all levels, and put the construction of a government under the rule of law in a more prominent position in the overall work". The plan outlined tighter regulation of much of its economy. Among the Main principles enumerated are: "Adhere to the overall leadership of the party to ensure the correct direction for the construction of a government under the rule of law; and adhere to the people-centered approach". It noted as the overall goal that "By 2025, government behaviors will be fully integrated into the track of the rule of law, and the government governance system with clear responsibilities and administration according to law will be increasingly perfect ...  laying a solid foundation for the establishment of a country under the rule of law, a government under the rule of law, and a society under the rule of law by 2035". It said new rules will be introduced covering areas including national security, technology and monopolies in the world's second largest economy. It said laws will be strengthened for "important fields" such as science and technological innovation, culture and education. The document references Chairman Mao as China celebrates the 100th anniversary of the nation's Communist Party. The plan also said the Chinese government aims to tackle monopolies and "foreign-related rule of law". Regulations relating to China's digital economy, including "internet finance, artificial intelligence, big data, cloud computing etc." will also be reviewed.
