CHINA-LEADERSHIP: CHINESE PRESIDENT XI JINPING CHAIRS 21ST MEETING OF CENTRAL COMPREHENSIVE DEEPENING REFORM COMMISSION ON AUGUST 30

The state-run CCTV (August 30) telecast a report that CCP CC General Secretary and Director of the Central Comprehensive Deepening Reform Commission, Xi Jinping hosted the 21st meeting of the Central Comprehensive Deepening Reform Commission on August 30. The meeting passed 3 the "Opinions on Strengthening Anti-monopoly and Deepening the Implementation of Fair Competition Policies, Opinions on Reforming and Improving Institutions and Mechanisms to Strengthen Strategy and Safety Management of Emergency Material Reserves, Opinions on Indepth Fighting of Pollution Prevention and Control, and Opinions on More Effective Development Opinions on the role of statistical supervision functions". At the meeting Xi Jinping emphasized that strengthening anti-monopoly and deepening the implementation of fair competition policies are the inherent requirements for improving the socialist market economic system. For promoting common prosperity, he said "we must promote the formation of a fair and competitive market environment, create a broad development space for various market players, especially small and medium-sized enterprises, and better protect consumers' rights and interests. National reserves are an important material basis for national governance". The Global Times (Chinese-August 30) reported that the meeting reviewed and approved a series of guidelines, including those on: strengthening anti-monopoly regulation and promoting fair competition; improving the reserve system for materials of strategic importance or for emergency use; fighting pollution etc. It said the regulations have “achieved initial results” in preventing the disorderly expansion of capital and promoting fair competition. It said, “Measures should be taken to guide enterprises to serve the overall interests of economic and social development under the leadership of the CPC.” The meeting discussed strengthening “supervision and law enforcement” in areas such as platform economy, scientific and technological innovation, information security, and people’s livelihood security. The anti-monopoly mechanism, it said, must be improved and the anti-monopoly supervision force should be strengthened. In terms of the strategic reserves, it says that “state reserves and emergency response capacity should match its status as a major country” and talked about developing a “unified system for providing strategic and emergency response supplies.” Anti-pollution measures were also discussed. Chinese Premier Li Keqiang and PBSC members Wang Huning, and Han Zheng and deputy directors of the Committee for Comprehensive Deepening of Reform, attended the meeting. Members of the Central Committee for Comprehensively Deepening Reform and the 'responsible' officials of relevant departments of the central and state organs attended the meeting as non-voting delegates.
