CHINA-LEADERSHIP: CCP POLITBURO ANNOUNCES THAT 6TH PARTY PLENUM WILL BE HELD IN BEIJING IN NOVEMBER
The CCP CC Politburo announced that the 6th plenum will be held in November. It said the main
agenda is that the Politburo will present its work report to the plenary session, which will focus on
comprehensively summarising/reviewing the major achievements and the historical experience
accumulated during the Party's 100 years of struggle. A US-based pro-Beijing news portal said
that the signal that the Sixth Plenary Session of the Central Committee may formulate a third
"historical resolution" was released at the meeting of the Political Bureau of the Central Committee
on August 31. The monthly Politburo meeting disclosed that the CC's Sixth Plenary Session held
in the Fall this autumn still used party building as the theme, "a comprehensive summary of the
party's major achievements and historical experience in a century of struggle."
(Comment: There is speculation whether the Plenum will approve a new "Resolution on Certain
Questions in the History of Our Party Since the Founding of the People’s Republic of China". The
CCP has till now passed two "historical resolutions" in 1945 and 1981 in sessions presided over
by Mao Zedong and Deng Xiaoping respectively. In April 1945, the "Resolution on Certain
Historical Issues" passed by the Seventh Plenary Session of the Sixth Central Committee of the
Communist Party of China aimed to resolve the ideological confusion in the party caused by
previous line struggles since the founding of the Communist Party of China. The "Resolution on
Certain Historical Issues of the Party Since the Founding of the People's Republic" passed by the
Sixth Plenary Session of the Eleventh Central Committee of the Communist Party of China in
1981 was to "draw conclusions" on major political events since the founding of the Communist
2
Party of China (that is, during the period of Mao Zedong's rule). It was specially to eliminate the
"poison of ultra-leftism and reflect on the "Cultural Revolution." This year is the 40th anniversary
of the 11th CC 6th Plenum June 1981 decision.)
