CHINA-CCP: SPECULATION IN BEIJING THAT SIXTH PLENUM MAY DECIDE ON CENTRAL MILITARY COMMISSION MEMBERSHIPS

Hongkong's Ming Pao (November 5) reported speculation in Beijing that the Sixth Plenary Session of the Central Committee, which starts on November 8, may be the first to approve members of the new Central Military Commission. It added that personnel adjustments will be an important part of its agenda. The Ming Pao reported also that on the eve of the Sixth Plenary Session, in late October as many as seven provincial party committee secretaries were appointed and that 21 provinces have now got new Party and Government leaders. It said no changes had occurred in the top leadership in the 4 municipalities directly under the Central Government, in Guangdong and Beijing and Sichuan, Qinghai, Ningxia, Hebei, Xinjiang and Inner Mongolia.
