CHINA-LEADERSHIP: XI JINPING CHAIRS POLITBURO MEETING TO DISCUSS NATIONAL SECURITY STRATEGY (2021-25)

The state-run CCTV (November 18) reported that the CCP CC Politburo held a meeting chaired by Chinese President Xi Jinping on November 18 to review the National Security Strategy (2021-2025), the Regulations on Commendation of Military Meritorious Services and the 2021 Consultation Report of the National Advisory Committee on Science and Technology. The meeting asserted that it is necessary to "firmly establish an overall national security concept and accelerate the construction of a new security pattern" and underscored the necessity of upholding the party’s absolute leadership and improving "a centralized, unified, efficient and authoritative leadership system for national security work". It emphasised the need to "achieve the unity of political security, people’s security, and the supremacy of national interests; insist on safeguarding national sovereignty and territorial integrity, and maintain the stability and order of borders, and surrounding areas". It said "The meeting emphasized that political security must be put in the first place, and national security work in key areas, and key directions such as political security, economic security, social security, scientific and technological security, and security in new areas must be coordinated". It stated "We must resolutely safeguard the security of state power, system, and ideology, and strictly guard against and resolutely crack down on all kinds of infiltration, subversion and sabotage activities" and mentioned "preventing systemic financial risks, ensure food security, energy and mineral security, and important infrastructure security, and strengthen the security protection of overseas interests". The Politburo meeting called for building "a strong team of national security cadres", strengthening education of national security awareness and promoting the deep integration of development and security. The meeting also emphasized that it is necessary to adhere to the system of the party’s absolute leadership over the military, implement the responsibility system of the chairman of the Military Commission, and focus on cultivating revolutionary soldiers with soul, ability, blood, and morals in the new era, and forging iron-clad beliefs. The meeting pointed out that in the two years since the establishment of the National Science and Technology Advisory Committee, it has actively contributed to the Party Central Committee’s recommendations in the formulation of national science and technology plans, the response to the new crown pneumonia epidemic, the development of science and technology talents, and science and technology to support carbon peaks and carbon neutrality. CCTV said the meeting also studied other matters.
